SITs recommend action against accused cops, call them 'dacoits'

Jammu, Mar 12 : Desperate attempts of a few top officials to put the Doda Nag Chatri scam into cold storage and give clean chit to the accused cops have back fired as the two Special Investigation Teams (SITs) which were constituted to probe the allegations against the accused cops have established their guilt and have recommended action against them. The second SIT led by SHO Gandoh and supervised by then Adl SP Doda Sanjay Sharma has authenticated the investigation reports of first SIT led by then SDPO Gandoh B.K Ganjoo. "Both the SITs based on the evidences and statements of MLA Daleep Singh Parihar,a priest and others have labeled the accused cops as dacoits and recommended action against them," sources told Early Times.
The SIT's final report, naming the accused cops who are part of Nag Chatri Scam, is presently at the table of Prosecuting Officer (PO),Doda for challaning purpose.
" The Prosecuting Officer," according to the sources, "is being intimidated by a few officials to put the file in the cold storage."
Worthwhile to mention here that the Nag Chatri Scam surfaced in Doda district in 2014 when some policemen, who allegedly snatched Rs 5 lakhs from three Himachal youth during a raid in Gandoh area, and labeled them as Nag Chatri smugglers. The alleged accused cops landed in trouble when the probe revealed that they provided wrong information to their seniors and showed only half of the money as recovery. Investigations had revealed that a team of seven policemen led by a head constable Abdul Qayoom after snatching Rs 5 lakhs from the trio showed only Rs 2.70 lakh as recovery to their seniors.
Sources said the policemen had snatched the money and let the youth go as a part of the deal. However, the incident was brought into the notice of the senior police officers by the BJP leaders including Daleep Singh Parihar, now MLA, following which inquiry was ordered.
The inquiry, according to the sources revealed that raid was conducted by the Thathri police that too out of their jurisdiction. Amazingly, the raiding police team did not mention the place which they had raided in the daily dairy (Roznamcha Report) of the police.
Sources said that the incident took place on October 30, 2014, when one Ayub Khan informed Thathri Police that three Himachal based youth were involved in smuggling Nag Chatris.
Ayub also informed police that the Himachal based trio is staying put at the residence of one Harjinder Singh at Gandoh. Following the information, a police team from Thathri raided Gandoh area and returned with some Nag Chatris and Rs 2.70 lakh.
The police team informed seniors that the Himachal based smugglers fled from the spot leaving cash and Nag Chatris behind.
Accordingly, FIR No 121/2014 u/s 397, Forest Act was registered in this connection at the Thatri Police station.
The twist in the tale came when the three youth Subash, Puran Chand and Sohan, whom police labeled as Nag Chatri smugglers, met the BJP leader Daleep Singh Parihar and informed him that the police team had snatched Rs 5 lakhs from them. Daleep Singh , now MLA , along with other social activists met the then SSP Doda Sharif Chouhan and DIG DKR Nisar Ahmed following which a SIT was constituted to ascertain what had happened .
The then SDPO Gandoh B.K Ganjoo who was heading the SIT during investigation found the Head Constable Abdul Qayoom had also withdrawn Rs 50,000 from the SBI bank, branch Thathri from the account of one of the Himachal based youth.
Based on the evidence and statements were recorded u/s 164 CrPC , the investigation officer lodged additional sections against the raiding team including 382, 120 b, 6 state forest act, 52 PC act .
