Kishtwar, Mar 29 : Even after more than 40 days since Deputy Commissioner Kishtwar ordered for removal of in charge relief section over the allegation of demanding bribe for clearing a relief case of 2014 in favour of the victim, the in charge relief section is yet to handover the charge to official who had been transferred against the accuse tainted person thus vindicating that despite being allegedly involved in open corruption, DC Kishtwar fails to compliance his order, beside it also shows that the said official has not only patronage of senior officials, but has also a strong political backing and influence which allow the said official to continue despite being transferred by none other than Deputy Commissioner Kishtwar itself. As per the details available with "Early Times", the relief case of Ghulam Mohammad Wani son of Abdullah Wani resident of Inderwal was pending since September 2014 in relief section of Kishtwar and Tehsildar Chhatroo in response to the letter No. 640/DCK/R Dated 9-02-2016 stated that the victim of official apathy Ghulam Mohammad Wani had suffered losses due to flood causes due to heavy rains/flesh flood of September 2014 and his relief case already stands submitted in the office of Deputy Commissioner Kishtwar vide Tehslidar Office Chatroo No. 248/TC/OQ Dated 22-09-2014. The sources said that despite the lapse of over one year, the case was stuck in the relief section of DC office Kishtwar as a result of which the victim had undergone through mental harassment and trauma as a result of which he (Victim Ghulam Mohammad) broke down into tears inside relief section room in the office complex after in charge relief section Totta Ram allegedly demanded graft from him for clearing the cheque. As soon as the victim broke down, large number of people assembled including Mohammad Iqbal Malik, PRO to MLA Inderwal Ghulam Mohammad Saroori who after inquiring the matter from the victim brought the matter into the notice of "Early Times". While talking to "Early Times" on 17-2-2016, Ghulam Mohammad said that incharge relief section namely Tutta Ram demanded an amount of Rs. 6000 for clearing his relief cheque of Rs. 15000 added that further asked him that in case he provide him some more money, he (Tutta Ram) assured him to pay relief cheque of Rs. 25000. After lot of hue and cry raised by the people assembled, the matter came into the notice of DC Kishtwar who without wasting any time order immediate attachment of the accused person, but even after the lapse of more than 40 days the accuse continue to hold his post as DC Kishtwar watched as mute spectator in front of this heavily political backed person and same could be judged from the fact that despite clear cut directions from the Governor of the state on detachment, his brother who is posted in Padder Sub Division continue to rendered his services in DC Office complex Kishtwar. Meanwhile DC Kishtwar under political pressure even fail to implement the transfer order of 11Patwari's ordered by DC Kishtwar vide No. DCK/HQA/1027-47/15 dated 23-2-2016 as majority of the transferred Patwari's did not compliance with the said transfer order and did not report to new place of posting even after one month. As per the above mentioned transfer order, Imtiyaz Ahmed Zarger has been transferred from Patwar halqa Trigam and posted as Office Patwari DC Office Kishtwar vice Khurshid Ahmed who was posted as Patwari halqa Palmar, Anzar Ahmed Kalal was transferred from Patwar Halqa Londri and was posted as Office Patwari in ACR Office Kishtwar against Majid Hussan Kichloo who was posted as Patwar Halqa Karool. Kalal will draw his pay against the post of GQ (Reader) presently vacant, Jaffar Hussan Butt was transferred from Patwar Halqa Karool to Patwar Halqa Trigam, Sajad Hussan was transferred from Office Patwari to Patwari Halqa Patnazi vice Abid Hussain Veeri who was posted as Office Patwari Padder, Mohammad Amin was tranfered from Patwar Halqa Chingam to Patwar Halqa Londri, Toufeeq Ahmed was transferred from Office Patwari Chhatroo to Patwar Halqa Chingam, Rehan Nawaz Sheikh was transferred from Office Patwari Nagsini to Office Patwari Chhatroo and Uzair Talib has been transferred from Office Patwari Naibat Office Lass and was posted as Office Patwari DC Office Kishtwar against Majid Hussan Kichloo. Being as LLB, Uzair Talib will also deal all the court cases of Deputy Commissioner Office Kishtwar in addition to his own duty. |
