Water supply schemes defunct due to non- maintenance | | | Arun Singh

Jammu, Mar 29 : The apathetic attitude of the State Government can be gauged from the fact that several water supply schemes of the Public Health Engineering (PHE) Department have been lying defunct as the funds meant for their operation and maintenance were diverted in other works depriving the people of drinking water. Sources told Early Times that the thousands of Water Supply Schemes were executed across the State through centre sponsored funding so that drinking water could be made available in rural areas and for the smooth functioning of the schemes, the centre government had approved over Rs 3 crore for their operation and maintenance. "Ignoring this vital aspect of the schemes, the Public Health Engineering Department spent Rs 3 crore in other schemes by diverting funds and thereby in absence of maintenance many water supply schemes went out of order and could not be made functional defeating the purpose of the schemes," they informed. Shockingly, no annual operation and maintenance plan was prepared by the State Government and the funds to the tune of Rs 3 crore were diverted for execution of schemes like purchase of DG set/ pumping units, construction of lavatory block and payment of land compensation etc., by the 13 divisions out of Operational and Maintenance funds, sources maintained. They further said that the major slackness was observed on the part of the Chief Engineers of the concerned department who miserably failed to submit information regarding the annual action plan under Operation and maintenance which confirmed the fact that there was no monitoring of utilization of Operational and Maintenance grants at the administrative level |
