Early Times Report

Srinagar, Mar 29 : In an example of administrative inertia, the Public Health Engineering department Kashmir has left chlorine barrels worth lakhs of rupees for rotting that were procured under various schemes.
The PHE procured chlorine for drinking in barrels under different schemes.
The chlorine was procured for entire Kashmir division for the last five years. The barrels were emptied after the chlorine was used. However, these empty barrels stated to be cost over 30 lakhs are lying in various PHE division stores including at Dodh Ganga water plant.
The scam of inertia in PHE Deptt has left barrels to rot as authorities have failed to auctioned them thus causing a great loss to the state exchequer.
"We have told higher authorities various times that these barrels will be rotten if not removed from various water plants which are lying in open sky but got no response. There has been started rust in these barrels. Government should immediately auctioned them to save the department from the heavy losses," a senior PHE official said.
He said there has no effort on the part of authorities in PHE for its proper disposal.
As per sources no proper inventory has been maintained and also no physical verification has been conducted to know the exact quantity of empty barrels.
"These empty barrels over a period of time have attained oxidation resulted rusting of these barrels. As per internal report had these barrels sold at the close of financial year these would have generated revenue for the PHE Deptt. As a result of the rusting of these barrels these have lost the prime shape," an insider of PHE department said. When contacted Chief Engineer PHE Kashmir G M Bhat he admitted that these barrels are lying vacant in different stores. Earlier, a massive scam surfaced in the department Kashmir when the authorities had procured defective pipes worth crores of rupees from contractors worth Rs 8. After Early Times reported then, authorities after that decided to procure new pipes and return defective pipes to the contractor.
