| BADP funds 'diverted' to distt plan without Planning Deptt's approval | | | Early Times Report
Jammu, Mar 31: BADP funds, which were meant to be utilised in the border area of Poonch, are alleged to have been diverted for the construction of a jeepable road to Wand Tantrian, Haveli (KM Ist RD 0-699).
The funds were diverted without the approval of Planning Department, official sources alleged.
Sources alleged that the BADP funds were diverted for the early construction of Wand Tantrian road because it "leads to local MLA's residence".
"Though BADP funds are meant for consumption in border areas only, these were diverted even as Wand Tantrian road does not fall in the border area of Poonch," sources said.
In his March 25, 2016 letter written to Executive engineer (Xen), PWD (R&B) division, Poonch, the district development commissioner said: "Kindly refer to your March 3, 2016 letter No 30447 regarding construction of jeepable road to Wand Tantrian, you are requested to go ahead in the matter with the condition that diversion of funds shall not affect the project, which as per your report, has been handed over to BRO for completion."
In another letter written by him to the district development commissioner, M A Raina (engineer) said: "Kindly refer to your March 3, 2016 letter No DDCP/PWD/2015-16/5183 regarding the construction of jeepable road to Wand Tantrian. In this connection, it is to be intimated that the above mentioned road is under execution and funds were provided to the tune of Rs 10 lakh under district plan. An amount of Rs 7.5 lakh is paid to the contractor and remaining funds of Rs 2.5 lakh are available with the department. Pertinent to mention here that this department is unable to arrange funds from the overall savings under district plan. The contractor has submitted the work done claims to the tune of Rs 25 lakh and it is not possible to pay this amount from the overall savings under district plan as the total allocation under district plan for Haveli constituency is Rs 47.50 lakh. However, under BADP, an amount of Rs 17.70 lakh and Rs 4.30 lakh are available with the department for the construction of 24 mt span motorable bridge over Chhaprian nullah at Gagrian. If the same is re-appropriated, the work done claims of the contractor can be cleared. The bridge was not taken up due to the fact that the road on which it was to be constructed stands handed over to BRO."
Another letter written by assistant executive engineer, sub-division, Mandi, to the Xen, Poonch, has startling content. It says: "As regards the construction of 24 mt span motorable bridge over Chhaprian Nullah at Gagrian under BADP, the sanction was accorded in 2011-12. The work was then put to tender and allotted to one Shahzad Khan in 2012-13. In the meantime, the road was shifted to GREF and its construction was in progress. Now the Haveli MLA has desired to shift the funds already released for the construction of the bridge for the construction of motorable bridge over Sundari Nullah on Gantru Mone-Sawjian higher secondary school road. Hence submitted for further necessary action at your end."
This clearly shows the diversion of BADP funds to district plan without approval of planning department.
Sources made an appeal to the state governor to look into the matter and punish the 'guilty'. |
