Durbar Move: A white elephant?

Jammu, May 8: Even as the main offices working within the Secretariat which shift with Durbar twice a year between two state capitals are inevitably bound to be a part of the ancient practice, there are scores of offices and individual officers whose movement with the government is simply unwarranted, notwithstanding the fact that they do not move in full, instead in camp. These offices outnumber the main departments of the government machinery and put unnecessary, avoidable burden on the exchequer as no government has given a serious thought to irrelevance and insignificance of dragging them along with the Move every year.
While the main departments including those in the Civil Secretariat are 49, there are these plethora of offices comprising mostly Directorates, Boards, Corporations numbering around 52, which Move with Durbar twice a year between the summer capitals, though their functioning and modus operandi of working seldom warrants shifting with Durbar, said the sources within the Secretariat. Though it has been mentioned that these offices will move in camp, with marginal or skeleton staff, their frequent shifting is not at all required nor does it prove productive in any sense, only that it means a huge expenditure for the government, sources further said.
While the main (parent deptt) Health Department moves with required officials led by the Commissioner Secretary, there are a number of Directorate offices or the subsidiaries wings of the Health Department which are also tagged with Durbar Move, said the sources adding that same goes for Education department, Forest Department, Rural Department and even Finance department under which many offices in camp move with the Durbar . It has never been assessed by any government over the years as to whether their presence and functioning yields any good to the purpose they exist at one place or by making them move with the Durbar, said the sources.
Interestingly, there are some lesser known departments or Directors, which move with Durbar which have occupied full fledged office spaces in private buildings for the government is made to pay heavy rent every month at Srinagar when Durbar moves to summer capital in April and Jammu in November, said the sources adding this expenditure is unnecessary burden on the exchequer and easily avoidable, if given serious thought by the government.
Moreover, a pro employee move, the PDP-BJP alliance government led by Mehbooba Mufti decided to raise the Durbar Move allowance substantially from Rs 10000 to Rs 15000 this year,which is going to put a further burden on the exchequer.
