Dredging of Jhelum goes at slow pace | | | Asif Iqbal Naik

Srinagar, June 11: The PHE, Flood Control and Irrigation department has been blamed for slow pace of dredging of Jhelum for which the government of India under Flood Relief and Rehabilitation Plan has sanctioned funds to the tune of Rs. 46 Crore for dredging the river Jehlum in Kashmir Division. The funds were provided by the Government of India in wake of the aftermath of September 2014 floods in Jammu and Kashmir to clean the flood channels as well as to drainage the silt from the River Jehlum that passes through various areas of the Kashmir Division right from Anantnag to Baramulla As per the details available with "Early Times" Rs. 46 crore contract for dredging of River Jehlum was awarded to a Kolkata based firm "Reach Dredging Limited" in January 2016 by the Irrigation and Flood Control Department and as per the terms and conditions of agreement with the firm, the firm has to put six machines for dredging of river Jehlum; but instead of using six machines the said Kolkata based firm uses only three machines for the same after it started work in the month of March 2016 as a result of which the pace of the dredging goes slow creating chaos among the residents of Kashmir division ahead of monsoons. The sources informed the "Early Times" that Minister for PHE, Flood Control and Irrigation Department also visited the dredging site where Kolkata based firm has put its machinery into services; the minister too fails to take any notice of the lackadaisical approach of the Kolkata based firm who instead of using six machines puts only three machines into services which is in violation of the agreement reach out between the government and the firm. When contacted Chief Engineer Flood Control and Irrigation Division Srinagar Javed Jafri said that the contracted firm will push two more machinery into services in next two months added that they are hopeful that the target of dredging of River Jehlum will be achieved in time. While agreeing with the reports of slow pace of dredging of River Jehlum, Javed Jafri said that at initial stage the work was going on at slow pace, but said that with the passage of time it gets momentum and hoped that same will be completed in stipulated time of 20 months fixed by the government with the firm with regard to Baramulla and one year time period for Srinagar. He said that the number of machines to be put into service is not the matter of concern added that the fixed time frame is what matters the most. "The work is going on in Baramulla, Sopore & Srinagar --- once we completed in these areas, then we looked at other areas--- we get one machine in next 15 days and other one in next one month time" said Javed Jafri. He said that the total cost of the contract is Rs. 46 Crore added that the department has also auctioned the raw material for Rs. 12 crore added that out of Rs. 46 Crore allotment, the Kolkata based firm will return Rs. 12 Crore to the state government on account of the royalty of the raw material. |
