| 'Dummy ministers' calling shots in minister's home constituency | | | ET Report
JAMMU, June 11: A BJP minister has allocated 'portfolios' of different government departments to his blue eyed people from his home constituency in order to keep a tight leash on the officials and issue dictates on his whims and fancies.
Sources informed Early Times that a "parallel government" is running the official machinery since the minister has passed on instructions to his close associates to keep a close check on the functioning of several government departments so that his supporters and party workers do not have to face ordeal of official procedures in order to get their works done.
"The persons chosen for the task by the minister pass on instructions to government officials which they have to obey in order to save their jobs. In order to keep the subordinates of the minister in good humour, the officers neglect other people who do not have the blessings of the minister or his men looking after the day to day affairs in his constituency," sources said.
"The arrangement made to facilitate smoothening of the official process is proving a nightmare for commoners since their demands and concerns are being ignored as the government officials representing different departments give priority only to those works which are being routed through the trusted lieutenants of the minister. In simple words his master's voice is ruling the roost in the constituency," they added.
While giving details of the allocation of dummy "portfolios" to his tried and trusted comrades, the sources revealed that the minister has assigned the responsibility of Public Health Engineering's Ground Water wing to one of his close acquaintances Narayan Dutt Tripathi, who was also an aspirant to contest on a BJP mandate in Assembly polls held in 2014.
Sources further told that next name which comes in the list of unofficial "Ministers" is Bharat Bhushan Gupta, who has been allocated Education Department by the minister while his other reliable subordinate Ganesh Basotra is looking after the affairs of Health Department.
The buck doesn't stop here as another close colleague of the minister, Gopal Basotra has been entrusted to monitor the works being done by Consumer Affairs and Public Distribution Department (CAPD) as well as Municipality.
Divulging further, sources said that the minister has given the responsibility of Public Works Department (PWD) to Surinder Ballowria while Rakesh Khajuria has been handed over the affairs of Power Development Department (PDD).
"It is not only these blue eyed, who are calling the shots in the constituency, but the official Public Relations Officer (PRO) Vishal Singh, who is officiating from an office, has surpassed all limits as he chairs meetings of officials of different departments for which he is not at all entitled. He passes on commands to officers, who in turn have no other way but to abide by his orders," said sources. |
