MLA Wachi demands segregation of MLAs'; Sarpanchs' powers

SRINAGAR, June 14: PDP MLA from Wachi while participating during the debate over grants for Rural Development Department (RDD) and Panchayati Raj detailed his experience as Sarpanch; asserting that the Panchayati Raj System needs to be strengthened in the state and cautioned his government to bifurcate the powers of MLAs and Sarpanchs/ Panchs before holding elections to the village level governance system.
MLA's remarks comes in wake of the aftermath of the announcement of government in Assembly that it will hold elections to Panchayats in 2016 itself.
"It was for the first time in 2011 Panchayat election that 82% voting was registered," Mir said adding that these people are holding their representatives accountable.
He said that IAY cases was earlier recommended by MLAs, but since 2011 elections, Panchs/Sarpanchs started recommending the IAY cases which infuriated the MLAs and informed the house that now people would approach Panchs and Sarpanchs for majority of the cases and their redressal as a result of which the MLAs felt powerless.
He said that one should know that while empowering somebody, they are depowering itself added that from here started the tussle between MLAs and Sarpanchs/Panchs as a result of which a deputation of 35 MLAs knocked the doors of the then CM Omar Abdullah and called it (Empowering Panchayats) as a wrong step and asked him that what will they (MLAs) do.
Lauding the previous government of giving life to Panchayats, Mir however said that Omar Abdullah government itself violated the law by not holding elections to Block and District levels.
Following meeting with then CM Omar Abdullah, MLA Wachi said that an order was issued in which Panchs/Sarpanchs were given powers to monitor and work in fifteen departments.
Alerting government not repeat the mistake, Mir said that government is holding Panchayat elections this year, it need to have a clear policy regarding "Which powers belong to whom?"
Mir believes that it will help the government to end the crisis at ground zero.
Intervening into the matter, Deputy Speaker told the RDD Minister to look into it and termed it as a serious matter.
"By listening to respected MLA, I myself impressed because these are ground reports," said Dy Speaker adding that whatever the powers; have a clear cut break up; bifurcate what belongs to MLA and what goes to Panchayats.
