Early Times Report SRINAGAR, June 14: Four months since the government decided to go for compulsory biometric attendance system in all the offices, institutions and PSU's of the state, the project has failed to take off. As per the government order, use of biometric attendance system (BAS) in all government offices including autonomous bodies, institutions and PSU's was made mandatory from March 31 to ensure punctuality, accountability and transparency. However, sources said that most of the government departments have breached the March 31 deadline and even another deadline for installing the system. "Although huge amount has been spent on the project, only few departments are covered," one of the government officials wishing anonymity said. The biometric system according to the officials digitally records a person's finger print and marks him present with date and time when he puts the same finger into the machine scanner. Sources said that the three months regime of Governor N. N Vohara took great leap to ensure the installation of the Biometric in the offices, but soon after the PDP-BJP government formation in the state, the initiative faced slow death, with no takers to the order. "Just a handful of government offices implemented this Aadhar Biometric Attendance, while as for many this initiative just exists in papers. The government is also doing nothing to implement it," official sources said. Sources said that if fully installed the offices can benefit from this system by improving work efficiency, since the employees work hour management solution of the fingerprint-based system lessens the possibility of employees coming to work late. "Biometric system should be made operational in government offices. They have become source of nuisance for the public as employees come late to the offices. If biometric system is installed in these offices, then it can greatly benefit public as employees will no longer come late to the offices, thus there will be easy redressal of grievances of the public and it will also help in bringing transparency in the government offices," the citizens said. Pertinently, the Governor had stressed the need to ensure punctuality and discipline in attending offices by governmental functionaries, irrespective of their levels and proper functioning of all institutions, including schools, colleges, hospitals, ration shops, etc. |
