Early Times Report
Srinagar, June 14: The tall claims of PDP-BJP government to pull down illegal structures in Jammu and Kashmir divisions and punish officials for allowing such constructions falls flat as no action was taken against anybody by this government so far despite repeated assurances by its lawmakers. Two days back now when the Chief Minister, Mehbooba Mufti on the floor of house reassured that her government will take stringent measures to pull down illegal structures that have come across the state over the years. It was on March 13, 2015 when Early Times on the bases of Details received from official sources informed then Minister of state (MOS) for Housing and urban development, Muhammad Ashraf Mir about 10,000 illegal structures erected by influential people in Jammu and Kashmir Divisions. Mir while admitting that illegal structures have been constructed with complete violation of master plans in urban areas like Srinagar, Jammu and Kathua Districts of the state in particular over the years assured to Pull down all such structures and impose penalty on officials during whose tenure such structures were erected. He then also claimed that his government is coming up with a policy to deal with all the illegal constructions across the state which have been raised by blue eyed people in nexus with corrupt officials in previous National Conference and Congress Government and he was firm to teach a lesson to all such officials whether retired or in-service who he said had allowed illegal construction. Now after fifteen months all such illegal structures as per details available with Early Times stands erected across the state and government as per sources is in no mood to pull down structures of influential people in any part of the state and neither is government announcing any Policy as claimed by lawmakers. Credible sources informed Early Times that following Court orders about demolition of illegal structures government had earlier framed a policy in which only those illegal constructions that have come up before March 5, 2014 were scheduled to be considered for one time settlement and post March 5 were to be though regularized but with new rules and regulations only. However according to sources due to political influence, the policy was then kept under the carpet and government at present is also receiving political recommendations from various parts of the state to ignore demolition of illegal structures in their areas likewise in Srinagar city as well. Pertinently in first week of March 2015, State Vigilance Organisation (SVO) in Srinagar then booked bureaucrat turned politician and former Srinagar Municipal Corporation commissioner for allowing the illegal construction of shopping malls within Srinagar City and an FIR (11/2015) against was registered against him under the Prevention of Corruption Act, sec 5 for the brazen misuse of official position. According to sources in one another FIR Number (12/2015), another former Srinagar Municipal Commissioner allegedly involved in granting illegal permission to one tall Shopping Mall stands mentioned. Officials who worked as municipal commissioner and later vice-chairman, Srinagar Development Authority at the time of the construction of the three malls in city centre were booked for violating the Master plan and thereby benefiting the owners of malls erected within Srinagar city. Pertinently locals here in Srinagar are surprised to see permission for construction of structures like Malls and other structures around water bodies contrary to modules of other cities of the country Like Delhi were such shopping malls are constructed outside busy areas. Despite repeated Attempts, Minister of state for Housing urban Development, Asiya Naqash did not pick up phone. |
