Disbanding of promotion avenues for category employees sparks uproar in LA | | | Jehangir Rashid

SRINAGAR, June 14: Legislators cutting across party lines today carried out strong protest in the Legislative Assembly while demanding restoration of reservation policy in promotion for the employees in the various government departments. The agitating legislators accused the state government of sitting over this issue and said that people at helm are adopting a lackadaisical attitude towards this 'sensitive' issue. After failing to get a 'positive' response from the government the protesting MLAs walked out of the House. As soon as the proceedings for the day started legislators of Congress, Bharatiya Janta Party (BJP), National Conference (NC) and Peoples Democratic Party (PDP) stood up and raised voice in favour of reservation for people belonging to different categories. They said that the people belonging to the reserved categories are being denied promotion in the different departments. Starting the debate on the issue, Nawang Rigzin Jora of Congress said that people belonging to reserved categories like SC, ST, ALC, LAC and RBA consist of 50 percent population of the state. Jora said that the people of reserved categories used to get promotion according to the reservation quota ,adding that same has been disbanded since some time. As Jora along with some of the other MLAs were carrying on with their protest, Minister for Agriculture, Ghulam Nabi Lone (Hanjura) in the absence of Minister for Law, Abdul Haq Khan stood up and said that since the case is sub-judice the assembly has no jurisdiction whatsoever to deliberate on it. He said once the case is disposed off and some decision is given then only the Assembly can deliberate over the same. The minister's reply failed to satisfy the protesting legislators and they carried on with their protest. These legislators raised slogans in support of their demands and reached the well of the house. They said that the state government can easily restore the promotion criteria for thea employees of the reserved categories, adding that the people at helm are not ready to do the same. The protesting legislators sat on a dharna in the well of the House and carried out brief speeches while raising their demand. The legislators who took part in the protest included Nawang Rigzin Jora, Asgar Ali Karbalie, Deldan Namgyal and Chaudhary Mohammad Akram (Congress), Dr. Krishan Lal, Jeewan Lal, Neelam Kumar Langeh, Dina Nath Bhagat and Devinder Kumar Manyal (BJP), Javed Rana (NC) and Chaudhary Qamar Hussain, Shah Mohammad Tantray and Raja Manzoor (PDP). The Minister for Law tried to pacify the protesting legislators by saying that since the case is pending in Supreme Court, the house cannot carry out deliberations on the same. He dismissed the demand of protesting MLAs that a short time discussion should be carried out on the issue. The minister said that the law makers have to wait for the decision of the case and only then any further movement can take place on the matter. Deputy Speaker and MLA Gurez, Nazir Ahmad Khan (Gurezi) also joined the debate and demanded that the state government should get a Presidential order and restore promotion criteria for the employees of reserved categories in the government departments. Feeling dissatisfied with the government response the protesting MLAs walked out of the house. |
