Jammu, June 14: On the 2nd consecutive Day (14th June 2016) of two day Mass Casual Leave protest programme the clerical cadre across the state had observed complete mass casual on the call given by Jammu Kashmir & Ladakh All Departments Clerical Staff Association. According to press release, the call has been given in protest of non-implementation of agreement dated 10.3.2008 held in between Government through Divisional Commissioner and representative of association regarding removal of pay anomalies of clerical cadre of 5th pay commission. In Jammu Province various teams led by Ravi Singh Bhau President, Sukhbir Singh General Secretary, Ravi Kumar Sr. Vice President, Nazir Ahmad Bhat, Umar Jan, Vipan Kumar, Bharat Bhushan Kotwal, Javed Hashmi, Brijesh Mehta, Ashish Bhandari, Madam Sarita Wadhera, Qamar Ali Rizvi, Anandi Kumar, Mohd Sharief Zargar, Bashir Malik, Madan Lal Sharma, Hamid Husain, Onkar Chand, Madam Rainu Raina , Yash Pal Sharma, Parkash Singh, J. R. Sagar, Kirpal Singh, Romesh Singh Bhau, Rajinder Singh, Ranbir Singh, Avtar Krishan, Anil Kesar, Vikas Gupta, Ranbir Singh Bhau, Sham Lal, Darshan Lal, and Anchal Singh, visited various Offices located in Jammu District and found that all the Clerical cadre is on protest mass casual leave against the callous attitude of the State Govt who has compelled the clerical cadres to come on the road once again. They appealed the State Govt. for removal of pay anomalies( 5th Pay Commission) while granting the pay scale of Rs. 4000-6000 to Junior Assistant, Rs.4500-7000 to Senior Assistant, and Rs 5500-9000 to Head Assistant notionally w.e.f. 01-01-1996 and monetary w.e.f 19-02-2003 as has already granting in favour of other cadres. While addressing the Clerical cadre at Panama Chowk, Ravi Singh Bhau and Nazir Bhat condemned the anti employees and workers policies of the State Government. They said that State government has not implemented the agreement dated 10.03.2008 & 15/09/2011 carried out in between Central Committee of Jammu Kashmir Ladakh All department Clerical Staff Association and Divisional Commissioner, Jammu. Instead of issuing orders the State Government authorities, vide Govt. Order No. 76-GAD of 2012 dated 16.11.2012 constituted the Pay Anomaly Committee just to delay the things. The Pay Anomaly Committee submitted its report regarding the pay anomalies of Clerical Cadre, Home Department and Revenue Department and the Government accepted and implemented the recommendations of Pay Anomaly Committee in favour of Revenue and Home Departments, ignoring the Clerical Cadre. Now again the State Government vide Govt. Order No. 420-GAD of 2016 dated 21.01.2016 constituted another Pay Anomaly Committee which is a another attempt to befool the Clerical Cadre. Even the State Government failed to implement the directions given by the Hon'ble High Court regarding removal of pay anomaly till date. Jammu Kashmir Ladakh All Departments Clerical Staff Association decided to announce next programme in the State Level Apex body meeting which will be held on 22.6.2016. Jammu Kashmir Ladakh All Departments Clerical Staff Association thanks to all clerical cadre for shown their solidarity against anti employees policy.
