Tangmarg man forced to pay exorbitant RTI fees by SDM office
Brother seeks justice for divorced sister

Tangmarg, June 22: Despite paying Rs 2000 as Photostat charges as sought by the office of SDM office Tangmarg in Baramulla, for information sought under RTI, the seeker is yet to be provided requisite information.
Details available with Early Times reveal that one Nisar Ahmad Parra a resident of Larkipora , Tehsil Karhama Tangmarg filed an application under RTI Act before the SDM Tangmarg on 19.5.2016. Information seeker alleged that officials of SDM office denied to issue RBA certificate to her divorced sister who lives with her brother (information seeker) from last many years. Information seeker Nisar Ahmad Parra had got orders from DC Baramulla for issuance of PRC , but Parra alleges that said order was not implemented by SDM. He decided to use RTI to know why the order was not implemented. In his RTI application information seeker sought to know, Action taken by SDM office on DC's letter; Action taken against Naib Tehsildar Goigam who didn't, issue RBA beneficiary list of Karhama , Kunzer and Tangmarg tehsils for 2 years.
"After some days I was told to deposit Rs 2000 as RTI photocopy fees . I am only seeking list of beneficiaries not Xerox copies of RBA certificates , but 1000 paged information is being forcibly thrusted on me. SDM officials thought that I won't deposit such a huge fees and just to avoid me , they asked me to pay Rs 2000 . I paid it , but information is nowhere" said Nisar Ahmad Parra while talking to Early Times.
Pertinently few days back the officials of the Financial Commissioner (FC) Revenue were caught on the wrong foot as the Public Information Officer (PIO) designated under J&K RTI Act 2009 had forced an information seeker to pay Rs 3100 for 45 page information. Early Times had filed a detailed report on this issue.
"Information sought by Nisar Ahmad Parra will consist of hardly 50 to 60 pages and as per RTI Rules 2012 he is supposed tp pay Rs 2 / page and the total amount Nisar Ahmad Parra has to pay would not be more than Rs 100 or maximum Rs 150 , but asking him to pay Rs 2000 is totally injustice, we appeal State Information Commission (SIC) to take strong note of this issue " said Dr Mushtaq Khan Senior member of J&K RTI Movement.
