Allow students who have not received admit cards to appear in exam: HC to PSC | | | Early Times Report
Jammu, June 22: High court vacation judge B S Walia today directed PSC to permit petitioners to provisionally appear in the written test for recruitment to the post of lectrures in Mathematics scheduled for June 26, 2016. The court directive came in a petition filed by Ramandeep Kour and others who had applied for the post of lecturer (10+2) in Mathematics against item No 38 of the advertisement and deposited examination fee, but they had not been issued admit cards allegedly on the ground of not fulfilling the qualification, whereas as per certificates, they were shown to have been awarded Master's degrees in Applied Mathematics. Justice Walia observed that the counsel for petitioners had contended that minimum qualification for direct recruitment to the post of lecturer was Master's degree in the relevant subject and in view of the petitioners having Master's degrees in Applied Mathematics, they were eligible to apply and to be considered for selection to the post of lecturers in Mathematics. After the counsel contended that the action of respondents in not issuing admit cards to the petitioners was absolutely arbitrary, the judge issued notice to respondents and directed PSC to permit petitioners to provisionally appear in the written test for recruitment to the post of lectrures in Mathematics scheduled for June 26, 2016. The court, however, made it clear that the permission to appear in written exam was merely on provisional basis and did not confer any right in favour of the petitioners and their rights would be subject to the outcome of the writ petition. During the course of hearing, the counsel stated that a large number of other such candidates were not able to approach the court due to financial constraints. After hearing him, the court directed that in the eventuality of any such candidate, who had not received admit card, approaches PSC before the date fixed for the conduct of written test on the same ground as raised in the instant writ petition, it would provisionally permit him to appear in the exam scheduled for June 26, 2016 in Maths.
