Engagement of SPOs solely on political consideration in police? 7/1/2016 10:12:30 PM Early Times Report jammu, July 1: If absorption of educated unemployed youth has seen a drastic drop during the last few years, engagement of SPOs has witnessed a surge in the corresponding period of time, thanks to lack of any set criterion and 'blessings' of people in power that has enabled appointment of SPOs happening at any point of time anywhere. As against lakhs of educated unemployed waiting for jobs for many years, 4925 SPOs were appointed in J&K from 2012 -2015. While this figure was given by the government in the legislature in reply to a query, it (the government) also admitted there is no set criteria nor any rules or norms for the appointment of SPOs. The engagement of SPOs is carried out on operational grounds taking into consideration what the government contends 'right aptitude, ability to collect actionable intelligence and its speedy dissemination besides having a yearning to be a part of the state security set up' as the criteria, and more importantly as per requirement by concerned district SSPs /unit heads. This makes it amply clear that anyone can become SPO who shall have the recommendation of either politicians or bureaucrats which is forwarded to unit heads of Police for absorption at any place, a huge grey procedure rather than any transparent method in accordance to the set rules and norms, sources said while confirming that most of the SPOs so appointed over the years are seldom working in militancy prone areas or far off areas which are prone to militant attacks, negating the very concept of operational ground requirement. Moreover, there are thousands of youth having similar or better parameters in terms of fitting in the eligibility criterion of good physique, aptitude for collecting intelligence data etc, who are left out for the sole reason of their inability to have recommendations from political bosses or bureaucrats or the Police for engagement as SPOs, sources said. What makes engagement of SPOs ridiculous is also the fact that after appointment many of them are asked to remain attached with politicians who in turn make them work in their drawing rooms or as orderlies, sources said. While their appointment is made on political considerations, the very concept of the post and their basic operational duty gets defeated, sources said adding that nepotism, favouritism and a method of pick and choose has been the sole criterion over the years in engagement of SPOs.   Share This News with Your Friends on Social Network     Comment on this Story
