Jammu, July 21: Much awaited irrigation project on Wajoo nallah in village Khokhayal of Kathua district, which was supposed to irrigate 3215 hectares farming land of the dozen adjoining villages, is still in oblivion after lapse of nine years.
Source in department informed that the Department of Irrigation and Flood Control (I&FC) had started the construction of the irrigation project (check dam) cum diversion channel of irrigation under Centre sponsored scheme- Accelerated Irrigation Benefit Programme (AIBP) and State plan in 2007-08 but ironically neither the Union government nor the state government has made any serious arrangement to complete the ambitious project.
"Initially, the department concerned (I&FC) had announced the estimated cost of the project Rs. 25.85 Crores in which 10 percent funds would be provided by state government and remaining by Central government under AIBP scheme but unfortunately both the governments has been failed to release adequate funding for the completion of the project", source said.
However, during inauguration of the project, the department I&FC had claimed that the ambitious project which would have been irrigated more than 3215 hectares farming land of dozen villages would be completed within three years but owing to callous approach of the department and the successive government of the State, the project is still hanging in balance after lapse of nine years, said Parshotam Kumar a farmer of village Khokhayal.
It is pertinent to mention here that from very beginning, the project has been faced serious obstruction by the government side. Initially, when the department started taking possession of land for the project, the cost of land was very low and the affected farmers had disturbed the pace of work and following a Kashmir based contractor who hired by the department for the construction had stopped the work of the project, because the I&FC department had not paid his dues around 3 Crores at time.
The callous approach of the department concerned could be gauged from this fact, the department instead of releasing the contractor's money replaced contractor, and hired an another Kathua based contractor who is brother of Minister of Forest, Choudhary Lal Singh but he also failed to complete the project in time bound which exposing the tall claimed made by the I&FC officials during the commencement of the project.
"And now, the inadequate funding by the Union government has also hampered the construction work, resulting of which the farmer community of dozen villages of food deficit State are still rely on monsoon ", said source not to be mentioned.
