Early Times Report
JAMMU, July 21: A joint delegation of core committee of All Jammu & Kashmir Agriculture Welfare Forum (AJKAOWF) led by Vijay Upadhaya & executive committee of Non-Gazetted Agriculture Graduate Association (NGAGA) led by Pradeep Sharma today met Director Agriculture, Jammu and urged for filling up of all vacancies at all levels on pattern of Kashmir division on interim basis in reference to APD No. Agri/E/72/06-9 dated: 06-09-2012 till settlement of DPC/Govt. order.
Delegation had a detailed discussion with Dr S. S. Jamwal, Director Agriculture Jammu relating to vacuum prevailing in the department due to piling up of vacancies at all levels & multi-chargism affecting functioning of the department.
Deputation stressed that if rational deployment of cadre is done, 157 JEO's can be placed as AEO's; 105 AEO's can be placed in Sub-Division Level; 61 Sub-Divisional Level Officers can go to District Level and 7 officers to Divisional Level resulting in filling up of 280 vacancies in total, thus making the department more functional and vibrant at all levels.
AJKAOWF & NGAGA have been pleading to rationalize the department and have represented umpteen times to fill all the vacancies on the basis of one man one post to end-up the injustice with the agriculture cadres of Jammu Division.
A road map to fill the vacant positions on interim basis is already in place vide APD No. Agri/E/72/06-9 dated: 06-09-2012.
Delegation lamented that multiple chargism has eaten up the vitals of the department in Jammu province making many pioneering farmers welfare schemes ineffective, thus filling up of vacant positions on one man one post pattern is the need of the hour.
Director Agriculture Jammu was also requested to initiate proposal to the Administrative Department for overall rationalization of the department & assured career progression in light of Chief Minister's review meeting of agriculture sector held on 10th June, 2016 emphasizing elimination of rank stagnation & to provide opportunities of assured career progression to the professionals.
Jamwal again assured the delegation that interim arrangements for filling of all vacant posts shall be taken-up in best interest of the department at the earliest & proposal for assured career progression shall be submitted to the Administrative Department.
