R&B Minister cuts senior BJP minister to size Foundation stone laying ceremony of Juthana bridge 7/26/2016 11:56:09 PM Early Times Report JAMMU, July 26: A senior BJP minister had to face humiliation for second time in 10-days as R&B ministry prevented him from laying the foundation stone of Rs 45 crore Juthanu bridge at river Ujh. The R&B ministry, according to the sources, told the minister that his decision to lay the foundation stone was incoherent to the guidelines of Union Surface Transport Ministry regarding inaugurations and laying foundation stones of developmental works. The 500 metre span bridge to be constructed over river Ujh in Kathua district from the funding by Union government is strategically very important bridge linking twin tehsils of Basohli and Billawar in the district and has been a long pending demand of the people of the area. The bridge was sanctioned by Union government under its developmental programme for JK and as per the set guidelines the foundation stone of any developmental work should be laid by involving the local representatives of the area. According to sources on July 17 the BJP Minister had taken the top most engineer of JKPCC into confidence and had fixed a programme of inaugurating the bridge without consulting the Commissioner Secretary Works and other public representatives whose presence was must for laying the foundation stone as per guidelines. His attempt was thwarted after some senior leaders objected to the move. The R&B Department which isthe main agency for construction of bridge also objected to the move and the programme was postponed. But within 10 days the concerned Minister involved an Executive Engineer and asked him to make preparations for laying the foundation stone of the bridge tomorrow, sources said. The BJP Minister also sent a message to R&B Minister asking him if he is preoccupied with other progrmmes in Kashmir, he (the BJP Minister ) can on his own lay the foundation stone of the bridge on July 27, sources added. However the R&B Minister made it a point and he dropped a message for him saying that he should not go ahead with the programme as the Chief Minister Mehbooba Mufti herself wanted to be present at the function and the same will be held after taking a date from her.
