JKMSC makes purchases without tendering Watchdog turns violator! 7/26/2016 11:57:10 PM Nitesh Sangral Early Times Report Jammu, July 26: The Jammu and Kashmir Medical Supplies Corporation (JKMSC) Ltd is meant to stop back door purchase within Jammu and Kashmir Health and Medical Education department but it seems that JKMSC is also following 'old tradition' by purchasing items for Indira Gandhi Government Dental College (IGGDC) Jammu without tendering reportedly. Reliable sources told Early Times that the officials of JKMSC have purchased 80 chairs, which are to be installed in new building of Indira Gandhi Government Dental College Jammu, in which 20 chairs full load (worth of a chair more than 4 lakh) and 60 others are on reference rate contract of Disaster Management but without following codal formalities. "As per rules the JKMSC is not authorized to procure anything less than Directorate General of Supplies and Disposals (DGS&D) approval but the JKMSC has preferred to follow Disaster management's rate contacts which is not appropriate by showing thumbs to its rules and regulations, "sources informed while alleging that it has been done to appease some senior officials in IGGDC Jammu. 'Besides, the new building of IGGDC Jammu has already missed some deadlines and keeping in view, the officials of IGGDC and the JKMSC doing all things by going out of the way to inaugurate new building as soon as possible.' "By doing such things, the Corporation is defeating it purpose, sources stated, adding the main purpose to establish JKMSC is to stop back door purchases, to overcome burden from government hospitals as well as stop purchases on reference rate contracts which was directly or indirectly affected State exchequer but failed to do so. However, a senior official in chair in JKMSC on promised anonymity said that JKMSC can purchase items and other in emergency cases after getting green single from State Purchase Committee. "In such case, due to less participation after inviting two times tenders required, JKMSC purchased items for IGGDC Jammu," he further said.
