Nepotism, Adhocism ruining Forest department | Relatives of Babus man prize positions | | Avinash Azad ET Report Jammu, July 26: Forest Department, which contributes a lot in state economy, has become victim of nepotism and adhocism prevailing for decades. Source in department informed Early Times that In-charge, Range Officers, are manning the major territorial social Forestry, wild life, environment and remote sensing, soil conservation and other wings of Forest Department for years. "Overlooking the provisions of J&K Civil Services, Classification, control and appeal rules, 1956, the top Babus in the department had allowed 'ineligibles' to man the posts of Range Officers Grade-I for years together on 'incharge' basis", sources said promotion on 'incharge' capacity cannot be allowed to be continued beyond three months and that too has required prior approval of Chief Minister of the State. "But, here in forest department, 'incharge' system is going on unabated on for decades, and relatives of top Babus, who are actually not eligible for the post, are minting money, as they are being blessed by their bosses", they alleged. They said that owing to pick and choose policy eligible technically trained candidates are being deprived of their consideration at the cost of ineligible. "Relative of Chief Conservator of Forest, Jammu, Roshan Jaggi, who is 2008 batch KFC, junior most Forester, is the 'incharge' Range Officer since last four years, throwing all seniority norms to wind", they said, adding that most of the 2008 batch, Foresters are manning the major Ranges such as Lakhanpur, Doda, Bhaderwah, Kishtwar under the patronage of Chief Conservator of Forest. "Also the Foresters from other wings such as Social Forestry Protection Force and IWDP are officiating as 'incharge' Range Officer and in-charge Divisional Forest Officer", they claimed that these officers have no seniority in the main Forest Department's KFC list. They alleged that inspite of sending them back to their parent wings, the Chief Conservator of Forest Jammu is helping and shielding them. |
