Jammu, Aug 2: High court judge Tashi Rabstan today constituted a SIT (special investigation team) to trace out advocate Raman Wazir who is missing from Nagrota since July 31 last. The SIT, headed by Shahzad Salaria, SP South, comprises of Amit Sharma (SDPO, Nagrota), Dalip Singh Billoweria, (SHO, Reasi), Parvez Sajjad (Inspector, Crime Branch), Arvind Rathore, senior PO of High Court, and Kunal Singh, Sub-Inspector. Justice Rabstan observed that fact that more than 52 hours 'have lapsed since advocate Wazir had gone missing and also keeping in view the fact that police act swiftly and always bring desired results mostly in such cases where there is some pressure from higher ups or the matter gains sensation or where there is keen interest of police, it is directed that the IGP, Jammu, and SSP, Jammu, would be held responsible if the police fail to bring the investigation to its logical end'. He also directed DGP to constitute the SIT of aforementioned officers today itself for the investigation to begin today itself. "He is also directed to ensure that CB Inspector Parvez Sajjad is relieved today itself so that he joins SIT. It is directed that till the desired result come, SIT will exclusively deal with the search of the missing advocate," the court said. When the petition came up for hearing, Justice Rabstan impleaded the DGP, IGP, Jammu, SSP, Jammu, and SP (rural) as party respondents and issued notices to them, directing them to appear at 11.30 am. When the case was taken up at 11.30 am, the IGP Jammu and the SSP appeared in person. The IGP apprised the court of the steps police had taken in searching out the missing advocate. To this effect, he also filed the status report along with a copy of the August 1, 2016 order issued by the SSP, whereby a SIT of four members, headed by SDPO Nagrota, was constituted. The SIT would be assisted by bar members - B S Slathia, Sunil Sethi, Rajesh Kotwal, Subash Singh Jamwal and Abdul Rouf Lone -- headed by the bar president. Justice Rabstan made it clear that the bar team would only assist SIT and provide the necessary information as sought for, but it would not interfere in the SIT working. He said though police had apprised the court of the steps taken by them to search out the missing advocate, the court was unable to assimilate the fact that police were still clueless to some concrete results. "It seems police are just shooting in the air without any specific target," he observed, directing police to check the recording of CCTVs of the particular day wherever they were installed on the national highway right from Lakhanpur Toll Plaza upto Srinagar and towards Mughal Road via Rajouri and directed to list it on August 4 next at 8.30 am when latest status report would also be filed. Meanwhile, the high court bar association, Jammu, had extended its strike till August 4, 2016. (JNF) |
