| Early Times Report SRINAGAR Aug 6: Even though crores of rupees have been spent on revamping sanitation system in Jammu and Kashmir over the years, situation has gone bad to worse in capital cities and even mild rains have exposed the poor quality of works. The moderate rains are exposing the claims of the Srinagar Municipal Corporation (SMC) and Jammu Municipal Corporation about the drainage system in Srinagar and Jammu cities. Interestingly, an official of the SMC said the low lying areas would face problems of water logging whenever there is over 10 MM of down pour in Srinagar unless the adequate drainage system is put in place. “The submerging of low lying areas always happens due to the intensity of the rainfall,” the official said, wishing not to be named. He said the government has also formulated a programme of drainage system in the Valley. “Once it is completed, the problem of water logging would come to the end during rains,” he said. The official said the government lacks planning for construction of the proper drainage system. “The Srinagar city has poor drainage system which was five years ago in place despite spending of crores of rupees over the years. Crores are being allotted to the SMC every year, but the Corporation has failed to make proper utilization of the funds,” another official said The newly macadamized roads have also developed potholes and people believe that sub-standard material had been used during the macdamisation. The official admitted that the state lacks proper drainage system but denied that potholes have developed due to usage of sub-standard material. According to the official figures of the Urban Local Bodies Department various schemes/works under this sector have been taken up to be executed through Srinagar/Jammu Municipal Corporations and Directorate of Urban Local Bodies, Kashmir/Jammu. In 2006, the Central government had reportedly sanctioned Rs 300 crore under Jawaharlal Nehru National Urban Renewal Mission (JNNURM) for Srinagar, but to no avail. Jammu and Kashmir Economic Reconstruction Agency (ERA) was also entrusted to execute infrastructure development projects including drainage system in the State financed from the loan taken from the Asian Development Bank (ADB) through Government of India. “Even aftercrores have been spent on drainage system in these years, the drainage is still defunct which was around 10-years ago,” an official of ERA said.
