| Before dropping few lines on the subject let me very honestly pen down that BJP has never been a relevant political identity in Kashmir valley and till the elections of 2014, its many attempts to hoist tricolor in Lal Chowk as political move ever remained a distant dream, although the government have been doing so on particular days. Still during 2014 elections the BJP fielded its candidates in valley also but it was a talk of the town in valley that all those who attempted and filed their nominations did so after due consideration of monetary transactions. It was an audacious attempt by BJP in order to give a message that Modi jee are even liked by Kashmiri to the extent that BJP stand accommodated in the valley also. Such views observed at the relevant time, during my regular conversation with my colleague friends in valley. In the present turmoil all those who try to showcase them as BJP well wisher have either left or driven out from the valley,, hence the BJP is totally out of scene in the valley. This has made me to confine quarry subject to Jammu province only as much has been observed and asked by the different quarters about BJP in Jammu through print as well as electronic media and street talks in the towns of Jammu province. Moreover the concern shown and exhibited by elected representatives and their ministers on board towards Jammu's discrimination and their dubious role require thorough retrospection as resonance created by this coterie prior to election and during election is no more a melody worth to listen and to feel pleasant and to fall in their trap. We have to traverse to the time of Late Shyama Prashad Mukerjee, whose ideology this BJP still claim to be following. Shyama Prashad Mukerjee born in Calcutta and died in J&K, was influenced mainly by two events, one 'Noakhali riots' that occurred in 1946 primarily in East Bengal now Bangladesh. It was genocide of Hindus by Muslim League mobs that involved forced conversions, arson, mass rapes and looting and other one was Kolkata riots of 1946, carried over by the Muslim league leader Suhrawardy, in response to 'Direct Action Day (16 August 1946) which was a day of widespread riot and manslaughter between Hindus and Muslims in the city of Calcutta (now known as Kolkata). After his post resignation from Nehru Cabinet he devoted his full time to the RSS and became its lifelong Pracharak. He founded 'Bhartiya Jan Sangh' in 1951 with the main ideological points laid down by him were uniform civil code for everyone, including Hindus and Muslims, scrapping article 370 and full integration of J&K with Indian Union and a ban on cow slaughter. In 1953 he defied the law of entering into J&K through permit system and was arrested on May 11, 1953, when he crossed border into Kashmir, and died on June 23, 1953 in Prison. He famously claimed for 'Ek desh mein do Vidhan, do Pradhan aur Do Nishan nahi challenge. The transformation of 'Bharatiya Jana Sangh' into 'BJP' has passed though 'Janta Party' formation, emerging of Bharatiya Jana Sangh (BJS) with several other parties in 1977, but in 1980 with the dissolution of 'Janta Party' the members of erstwhile Jana Sangh reconvening to form the BJP. The BJP has seen two uprising trends in Jammu and Kashmir on basic ideology of Dr. Shyama Prashad Mukerjee regarding scrapping of article 370 as main agenda. In 2008 the party contested on 64 seats, it won 11 having its share in valid votes polled in state as 4, 93,757 with 12, 45%age. The BJp's increase in support was said to be polarization arising from the 'Amarnath Land Transfer Controversy' which lead to its increase from 1 to 11 seats. The said controversy was fully utilized by BJP and it succeeded to exploit the religious sentiments of the people in Hindu dominated area in Jammu province. Among the double digit of 11 MLAs mandated to the Assembly some having monetary considerations indulged into cross voting 0n April 13, 2011 and favored the candidature of NC in Legislative Council The party's transparency and drum beating of its honest character shattered the hopes of voters and exposed the real character of BJP in J & K. As a face saving exercise the party's parliamentary board in New Delhi in a wicked move expelled seven of its MLA from the party and it was just a move that party will restore confidence among people but except two others were again embraced by the party just before 2014 elections.
The elections of 2014 giving satisfactory mandate to BJP, has its own significance. It owe win of 25 seats not to the reliance on BJP or its base in Jammu but is the charismatic personality of Modi jee, who stormed the state during elections like a whirl wind and made some wonderful promises and vision of distancing with Kashmir centric politics in the state. The party won 25 seats in 2014 elections riding on its manifesto having among other the following points of concern;
" To pursue 'self rule' as a guiding frame work for the resolution of the Kashmir issue. (the Cambridge English Dictionary define Self Rule as 'the act of a country, a part of a country, or a Nation choosing its own Government and controlling its own activities', where as Free Dictionary define Self Rule as "Government of a political unit by its own people. Self determination, Self Government, Autonomy, Liberty-Immunity from Arbitrary Exercise of Authority, Political Independence, Sovereignty-Government free from external control"). Outlying the basics of self rule, the party has promised closer ties across the line of control by making borders irrelevant and promoting the economic and social integration of the region.
" Will use Article 370 itself to restore the original special status of the State (diversion of BJPs ideology based on Dr. Shyama Prashad Mukerjee's doctrine as scrapping article 370).
" Joint coordination mechanism for projects across the line of control and joint regulatory commission on trade and tariffs.
The BJP scored 25 seats with its vision document envisaging that;
" Our vision is to make the state of J&K a peaceful, progressive and developed state of the union of India through holistic and inclusive development of all three regions including Jammu, Kashmir and Ladakh.
" Just and honorable re-settlement of the displaced members of the Kashmiri Pandit Community.
" Reserve three seats for displaced Kashmiri people, out of 46 Assembly seats for Kashmir Valley.
" Reserve five seats for refugees from the POK from the 24 seats kept vacant for the PoK.
" 33 percent reservation to women in the legislative assembly and legislative council.
" Favouritism will be curbed.
" Will ensure corruption free and people friendly government.
Now it becomes imperative to peep into the 'agenda of alliance' in between BJP and PDP to enter into wedlock of the power corridors.
The raison d'être of this alliance is to provide a stable and a representative government in J&K which: strengthen the institutions and widens the ambit of democracy through smart governance, balanced development across all three regions of state, the present position will be maintained on all the constitutional provisions pertaining to J and K including the special status in the Constitution. On governance reforms the state will be transformed into a smart government. The different stands on AFSPA were compromised by BJP as government will examine the need for de-notifying 'disturbed areas'. A close examination of this AOA will expose that BJP has taken a diversion from the much talked Mukerjee's ideology, Vision document and promises and commitments by Modi jee.
It needs mention here that how the BJP a coalition partner compelled Jammuities to take agitation path to get AIIMS and other incentives given to Kashmir but denied to Jammuiies. These BJP ministers failed miserably to keep its promises riding on which they occupied cabinet births. Some of the blisters BJP given to people are, the party just to gain power in J&K for the first time forgets its commitments and slogans of pre-election and joined hands with PDP forgetting the role of PDP on Amarnath Land Row, Afzal Guru and pro militant approach and even the statement of late Mufti ji, giving credit of fair elections to Militants and forces across the border. AIIMS announced for Jammu but on March 1, 2015 the Agenda for Alliance released, which said that the Valley would get AIIMS and as such this announcement depriving Jammuties was also an act of betraying the people of Jammu by power lust BJP. This situation brought hatred against BJP ministers and leaders, followed by shutdowns. Conceiving that BJP could potentially erode its base in Jammu, they started insisting that Jammu too would get an AIIMS.
After the demise of CM Late Mufti ji, BJP started hovering around PDP in a begging attitude, and the shadow prevailing over present crises would have made BJP to distance itself from PDP but its falling flat before PDP has brought the people of Jammu a shame. The large scale allegations of corruption against some of the ex-ministers of BJP, and silence of the top leadership of the party at the center has exposed the party from its stand of giving corruption free government. Removal of a very senior female leader of BJP on corruption charges, make the woman of Jammu to feel ashamed. Sitting over the funds available meant for benefits of the people and not releasing them during ten months rule of late Mufti jee, for the reasons best known to them, speaks of their inefficiency, which were released by the Governor, the very next day, when these ex-ministers were no more at the helm of affairs. Non tolerance of sitting MLA's and ex-ministers by the ensuing contesting candidate of civic elections is self explanatory about this inefficient lot sent to Assembly.
The irresponsible statements from time to time by none else than Dy. CM from BJP quota that may be adopting of Chare-e-Sharief, NIT, or Burhan killing speaks of depth of political understanding of the coterie of this leadership and has compelled the Voters as to think that some blunder has been committed by them to vote undeserving candidates because of Modi wave. Most revealing by the print media that having remained on the forefront, seeking hike to their salaries and keep cutting ribbons to inaugurate street works, despite Indian Nation getting trampled in the valley, the BJP seems to be dumb stick over what happened and what is happening in Kashmir.
While All Party Delegation is currently on a valley visit in a bid to normalize the turbulent situation, the BJP ministers are holidaying in Jammu in cozy confines of official residence is a true reply to the quarry raised that is BJP still relevant in Jammu?
