Former DSE attaches “Swift Dezire” , driver with Secretary School Education | Misuse of power ? | | Akshay Azad
Jammu, Sept 6: Call it misuse of official power or extending helping hand to the office of Secretary School Education department, which probably had been in dire need of a vehicle, which was fulfilled by former Director School Education Jammu, who kept a “Swift Dezire” car along with driver, at the disposal of Secretary.
The office of Secretary School Education reportedly kept the car for nearly two years and in this time span, the vehicle used 4535 liters of fuel along with six liters of mobil-oil, 3 liters of break-oil and 2 liters of coolants.
Moreover, a laptop of Directorate of School Education of Jammu is still with former Director and DSE has so far failed to retrieve that laptop.
As per the request letter forwarded by incumbent Director Smita Sethi to Yasha Mudgal (IAS) Ex. Director School Education, who was posted as Deputy Commissioner Baramullah and then transferred to New Delhi.
“While going through the records and ledger of Store keeper, it has come to my notice that a Laptop ENVY-TS 15 is lying with you, which is property of DSEJ. As such you are requested to please return back the same to this directorate”, the order issued by incumbent DSEJ reads and as per the documents furnished by DSEJ, it has been come to fore that the DSEJ has failed to retrieve the Laptop from former DSEJ.
Moreover, according to the documents in possession of Early Times, the Chief Account Officer of DSE Jammu on 22/8/14 issued an order vide no. DSEJ/8374-75, which reads as, “As desire by worth DSE Jammu (Yasha Mudgul (IAS), the vehicle (Swift Dezire) bearing registration number JKO2AS-6593 along with services of Davinder Kumar of this office is hereby placed at the disposal of Secretary School Education department, Civil Secretariat Srinagar”. Surprisingly after the lapse of nearly three months, the Chief Account Officer of DSEJ issued a corrigendum vide no. DSEJ/16101-02, dated 10/11/2014, which reads as, “Please read “Administrative department” instead of “Secretary to Government School Education department Civil Secretariat J&K” in order issued vide this office no. DSEJ/8374-75 dated 22/8/2014”.
As per another document, signed by Joint Director SSA,MTO of DSEJ, the vehicle bearing registration number JKO2AS-65 93, remained with the Secretary School education from 27/8/2014 to 9/7/2016 and in the span of nearly two years the vehicle usually used fuel 30 liters to 50 liters and most of the time, the vehicle used 40 liters of petrol on daily basis. When the fuel used for the year 2014, 2015 and 2016 was collected, it turned out to be 45to 35 liters of petrol besides 3 liters of Break-oil, six liters of Mobil-oil and two liters of coolants. A retired official said that aforesaid matter was a fit case for abuse of power under Jammu and Kashmir Prevention of Corruption Act. “The billion dollar question is as how the officers at the helm of affairs in School Education department issued NDC to former DSEJ on her transfer from department. Furthermore is a single letter to Yasha Mudgal is sufficient to procure the electronic gadget”, he questioned adding, “How the loss to the exchequer on account of illegal issuance of petrol will be made good compensated.”? A senior official said that as per rules the secretary got any vehicle from his department attached with him, solely for the purpose of government functioning and it could not amount any violation or misuse of power. If the vehicle is used for official work then there is no issue but if same is used for some personal needs which is prohibited as per law then it warrants legal action, the official said. |
