3 months on , construction of Paloura bridge fails to resume

jammu, Sept 6: The two hundred meters distance to reach Canal road has stretched to nearly six kilometers for thousands of families, connected by Paloura bridge constructed over Ranbir Canal.
The bridge was dismantled, nearly six months back for reconstruction.
The localities of Muthi, Roop Nagar, Toph road are connected with the Jammu-Akhnoor road through a bridge over Ranbir Canal near BSF Paloura camp.
Criticizing the slow pace of construction, a resident of Paloura, Pankaj Gupta said that for the last nearly three months there was no further development in the construction work of new bridge. "Thousands of families of various localities have to cover nearly six kilometers of distance via Muthi, Roop Nagar to reach Akhnoor road", he said, adding that even for pedestrians, who used to reach road on foot through Paloura bridge, now have to rely on vehicles.
He further said that the old bridge was dismantled by Irrigation department and it was assured that the new bridge would be in place in the month of July but for the last three months the construction work has been stopped, generating anger among residents against the department.
Another resident said that it was a vital bridge and must be constructed on priority but department was seemingly least bothered about the problems being faced by thousands of families.
Executive Engineer of Irrigation department Vinod Bagati said, "The construction work of new bridge was started on 24th of March and the scheduled completion deadline as per tender agreement is September 23".
He further said that they had also received reports of stalled construction work and on 27th of August the department had issued a notice to the contractor, asking him to resume the work on priority.
"As per tender document, the flow in Ranbir Canal was to be stopped for erecting shuttering for raising slab of bridge but due to demand of water for paddy crop the flow cannot be stopped. The contractor was asked for some alternative arrangement to raise the slab and he did it", he said, adding that nearly 70 percent work has been completed and shortly the slab would be in place.
He further said that as per tender agreement, if the contractor would fail to complete the work in stipulated time, he would be penalized as per law but still the contractor has time to complete the work.
