HC directs GAD secy to appoint new IO Alleged hushing up of RDA scam 9/6/2016 11:44:34 PM Early Times Report Jammu, Sept 6 : In a PIL, alleging hushing up of Rajouri Development Authority (RDA) scam wherein instead of registering an FIR despite the approval of the director of vigilance organization, the case was converted by SVO into Regular Departmental Action (RDA) against the delinquent officers, a high court division bench of Justice Dhiraj Singh Thakur and Justice B S Walia today directed the GSD secretary to appoint a new inquiry officer (IO) to look into the matter. The 'delinquent' officers included then RDA CEO Mohammad Javed Khan (presently Custodian General, J&K, then executive engineers -- Khushal Chand and Devi Dass Heer - junior engineer Gurcharan Singh. The bench, after hearing the two sides, directed GAD secretary to ensure the appointment of a new inquiry officer in terms of the May 2, 2016 order of the division bench to appoint new IO to conduct the departmental inquiry against Mohammad Javed Khan. The petitioner's counsel alleged that all out attempts were being made to shield the IAS officer and other 'guilty' officials. After considering the submissions of both the sides, the bench directed the GAD secretary to ensure the appointment of a new IO.
