Tainted ex-VC of Goa Univ headed NAAC team which assessed JU, granted A+ grade

JAMMU, Nov 6: Jammu University (JU) has been awarded A+ grade by National Accreditation and Assessment Council (NAAC) on the basis of the assessment report prepared and accreditation recommended by a team which was headed by a tainted and allegedly corrupt ex-Vice-Chancellor of Goa University Prof. Dileep Deobagkar.
Before the social networker Vice-Chancellor Prof. R.D.Sharma and some of the eligible unemployed politicians and social workers use their appeasement walls to deny facts, it needs to be mentioned here that Goa University has already recovered Rs. 13.24 Lakh from the company involved namely Bioinnovat Research Service Private Limited (BRSPL) Gurgaon, Haryana in the scam which shook Goa University during the tenure of Prof. Dileep Deobagkar.
The company had handed over the Cheque to Goa University in August this year. Former vice-chancellor of the Goa University (GU) Dr Dileep Deobagkar who headed the NAAC team is being investigated by the Anti-Corruption Bureau (ACB) of Goa in connection with irregularities into the conduct of Clinical Research and Clinical Data Management (CRCDM) programme of university.
The executive council of the Goa University had issued an official handout stating that Dr. Deobagkar was being investigated by the ACB for irregularities in the conduct of the Clinical Research and Clinical Data Management (CRCDM) course from 2008 to 2011. Though with the payment of the dues to Goa University, financial liability of the company involved in the scam is over but the probe into the case continues.
Consequent to the complaints received from some students who had registered for the course, academic council of the Goa University had taken up the issue during early 2013 and a committee was constituted by the academic council headed by Director of the Goa Institute of Management (GIM) P. F. X. D'Lima to examine the issue. The students, in their complaints had claimed that the subject knowledge of the faculty involved was inadequate and lectures were irregular.
Findings of the D'Lima Committee were placed before the academic council and subsequently, before the executive council of Goa University. The D'Lima Committee, in its report, stated that all the norms required to be followed were flouted by the then GU officials at the launch of the CRCDM course in 2008. The report of the D'Lima Committee was handed over to the investigating officer of the Anti-Corruption Bureau by the executive council of the Goa University.
Based on the findings of the committee and after thorough deliberations, the executive council officially stated that the former vice-chancellor is being investigated in the case. It may be recalled that Goa University had signed MOU in December 2007 and in October 2008 with Gurgaon, Haryana-based Bioinnovat Research Service Private Limited for conducting the course.
The CRCDM course was to be co-ordinated by a five-member co-ordination committee as per one of the MOUs signed between Goa University and Bioinnovat. In reality, however, as observed in the D'Lima Committee report, the day-to-day work and decision-making were conceptualized and implemented by Prof. Deobagkar alongwith Dr. P.V.Desai, the then dean of faculty of Life Sciences and Environment and Managing Director of Bioinnovat Guljit Choudhary.
These three persons took day-to-day decisions, even though Dr. Deobagkar was not even member of the co-ordination committee. Co-accused Dr. P.V.Desai had even recommended that Bioinnovat engage the services of one Dr. Dhananjay Lad, an Ayurvedic doctor, who was in no way associated with Goa University. Not only did Prof. Dileep Deobagkar use his office but he had even allegedly forced the then GU Registrar, the then finance officer, the then dean of the concerned faculty, to remain silent when he was taking administrative, financial and academic that were allegedly inconsistent with norms and practices of the university.
More shocking is the fact that Prof. Dileep Deobagkar had virtually handed over academic powers to a private company since in the case of CRCDM; fees were collected by Bioinnovat, and not by the university. Not only this, the of NAAC team Dr. Deobagkar had taken unusual step of signing the certificates/ diplomas of the CRCDM course himself rather than having them signed electronically by the examination section.
Executive council of the Goa University had also recommended that an audit of whatever records are available with the university be carried out to determine the funds that need to be handed over by Bioinnovat to the university. This was done and company immediately handed over the funds to the University. But the probe by ACB against the head of NAAC team which graded Jammu University as A+ is still going on. It is now a matter of investigation as to what compelled NAAC to choose a tainted ex-VC to grade Jammu University.
