Early Times Report SRINAGAR, Nov 7: The state of Jammu and Kashmir is once again leading in entire India as cases witnessed related the offences against the state are the highest in number and among the 29 states, JK is at number 3. While Andra Pradesh, Arunachal Pradesh, Chattisgarh, Goa, Gujarat and Haryana witnessed offences against the state as one, one, eight, three and three respectively, Jammu and Kashmir witnessed 16 such offences in just one year. The offences against the state were registered under section 121, 121A,122, 123 and 124 A. Such figures have once again revealed that amount of anti- national activities taking place in the already restive state of Jammu and Kashmir while as other states that had the similar number of offences against the state were Bihar and Assam. While Assam is at number one in terms of such cases- with 22 complaints of such nature registered in one year, Bihar witnessed 17 such cases, hence standing at number two in entire India. Furthermore, Jammu and Kashmir, which has its own penal code called Ranbir Penal Code, last year, recorded five offences against the State under the IPC. All of these pertained to waging or attempting to wage war against the government. No case of sedition was registered in the state. This year, there has been one case of sedition registered in Jammu and Kashmir. Kerala had recorded the highest number of cases registered in 2014 for offences against the State, data released by the National Crime Records Bureau has revealed. These cases have been lodged under IPC sections pertaining to sedition, waging or planning to wage war against the Government of India or promoting enmity between different groups. As many as 512 offences against the State were registered across the country last year. With 72 cases, Kerala accounts for 14 per cent of the total, followed by Assam (11 per cent) and Karnataka (9 per cent). This year, Kerala has recorded just nine cases. Pertinently, section 121 is Waging, or attempting to wage war, or abetting waging of war, against the Government of India. According to IPC, whoever, wages war against the Government of India, or attempts to wage such war, or abets the waging of such war, shall be punished with death, or imprisonment for life and shall also be liable to fine. As per experts, such a rate also depended on how much powers law enforcing agencies had in a particular state. It has been observed further that such a high number of cases are reflection that there are offences being committed against the state and same needs to vbe addressed sans any delay. |
