Govt finally awakes to consolidate BPL list | | | Early Times Report
Srinagar, Nov 9: At a time when the state government has no record of BPL families in Jammu and Kashmir, the finance ministry here is mulling to frame a 'consolidated' BPL list. Early Times on October 11 had carried a detailed report about how the state exchequer is witnessing chaos in absence of any record that could have indicated the exact number of the BPL families in J&K. The government, official sources say, is relying on the figures of the census that was conducted in 2001. Even as a census was held in 2011, there has been no survey conducted that would reveal the actual figures of the families living under the below poverty line. However, less than a month after the report was published in Early Times, Finance Minister Haseeb Drabu chaired a high level meet and directed for framing a consolidated BPL (Below Poverty Line) list to ensure optimum benefit of welfare and development programmes to the deserving segments of the society. The government, as per reports, is underlining the need of necessitating the need of initiating the vital process of making a consolidated BPL list instead of separate lists by various departments so that it could pave the way for extension of services to the people in a transparent and accountable manner. The Planning department has been asked to constitute a committee which will validate all the separate lists lying with various departments and after proper Aadhar Seeding of beneficiaries a final list will be prepared to serve the purpose. This measure as per the government will also help in eliminating redundant data and the issue of duplication can be easily tackled. Pertinently, the absence of the fresh records was turning out to be a major cause of concern for the dispensation. There are several central as well as the state sponsored schemes meant for the BPL households in JK. However, with no detailed information in hand, the schemes were often winded up or turning out to be mere flop measures. The experts were expressing concern that if there is no correct information, how could the schemes prove beneficent to the deserving lot? The chaos hence becomes inevitable with meagre measures being taken to rectify the wrongs. Furthermore, there are scores of centrally and state sponsored schemes including the subsidy in LPG connections, allotment of food grains, subsidized kerosene and electricity supplies at less rates. However these schemes end up generally at sour notes as the people on ground cry foul over such measures as they complain about deserving not getting the due share. The meeting held by the government at present is aimed to tackle the crises on ground with officers directed to review the process within the stipulated time frame of 10 days. |
