Speaker 'recommends' elevation of Secretary LA to Secretary General | Post meant for bureaucrats above the rank of Chief Secretary...! | | Early Times Report Jammu, Nov 9: Speaker of the J&K Legislative Assembly Kavinder Gupta is learnt to have once again strongly recommended to Parliamentary Affairs Minister that incumbent Secretary of the Assembly be elevated to the post of Secretary General, the post which only exists as of now in the Parliament. If the recommendation letter gets through in terms of cabinet approval, J&K will be the first state to create history in certain ways, one that of having an officer who is neither an IAS officer nor eligible for the post which is required to be filled by any bureaucrat above the rank of the Chief Secretary. Sources in the Law and Parliamentary department said Speaker has written a DO letter to the Parliamentary Affairs Minister AR Veeri last month, seeking elevation of existing Secretary Mohammad Ramzan to the post of Secretary General, a post which is yet to be formally created in the state. This recommendation is for the second time, earlier one being last year on similar lines when the Speaker wrote to the then Law and Parliamentary Minister Basharat Bhukhari through a DO letter dated 17-12-2015, sources said. Interestingly, the timing of the DO letter this time is seen as important in the backdrop of the fact that the Secretary is reaching his superannuation next year, sources added. Sources further said while the Parliamentary Affairs minister is learnt to have forwarded it to the concerned quarters as to ascertain the prospect of the same, the letter on similar lines written last year was put in cold storage by the previous minister as he did not pay any heed nor considered it worth urgent consideration for certain genuine reasons despite contents of the letter having attributed the recommendation to appreciation for the officer,, sources further said. Sources further said even as the Law and Parliamentary Affairs Ministry at Centre had asked the states to create this higher level post for better and smooth functioning of the Legislative proceedings under a well qualified and senior officer, it has not yet been followed for the reason that the post is required to be filled with an officer above or equivalent to rank of the Chief Secretary. In Lok Sabha too, the incumbent officer is holding a senior most rank in the hierarchy of administrative services and has served on various assignments at highest level, sources said, adding that the profile of the officer has to be much higher than even serving Chief Secretaries. Pertinent to mention here is that incumbent Secretary has the dubious distinction of having occupied this post continually for the last 9 years, perhaps the only instance among serving officers in the state. |
