Kerosene supply to Samba blocked | DDC Samba takes refuge of SRO 285 | | Early Times Report Jammu, Nov 9: In an effort to give an administrative tinge to her premeditated decision of stopping kerosene supply in district Samba, allegedly on instructions of a Minister, the District Development Commissioner (DDC) Samba has reportedly taken refuge of SRO-285, but astoundingly same is totally silent, raising queries over intentions of official. Sources in Consumers Affairs and Public Distribution department informed Early Times that the department has not stopped kerosene oil supply of any other district apart from Samba. "CAPD has adequate supply of kerosene oil and is presently supplying same quota of kerosene oil to all the districts except Samba. The DDC had shot a communication for reducing the kerosene supply, in which she had mentioned about SRO-285 of CAPD department", an official said, adding that it was very surprising that the same SRO has said nothing about stoppage of supply. Moreover, the DDC had also talked about the LPG connections in the district but as per the data, there is large number of population, which has still no LPG connections. "In none of the district of state, there is 100 percent LPG connections even not in capital cities of Jammu and Srinagar. There is no survey conducted by DDC and it seems, she had taken the decision either in a fit of anger or under instructions of political bosses", the official said, pleading anonymity. Issued on 2nd of September this year, SRO-285 is called as Jammu and Kashmir Kerosene Oil (Licensing) Order 2016. The column 6 Rationalization of Distribution of Kerosene Oil explained about the allocation of kerosene oil but nowhere, it talked about stopping of supply to any district or dealer. The sub-clause of column 6 reads, "The Allocation of Superior Kerosene Oil to Wholesale Dealers MI made as per the existing norms, however, if there is arm-, Kerosene Oil with wholesale Kerosene Oil dealer he can be asked to distribute the Kerosene Oil in adjoining area/district. All beneficiaries in Priority House Holders category under Nationai Food Security Act will be provided subsidized Kerosene Oil at the scale of 3 Liters per family per month and the remaining quota of Kerosene Oil will be equitably distributed among the Non-Priority House Holders category beneficiaries not having LPG connection. The quota of Kerosene Oil will be released only after GPRS is installed in the tankers transporting the kerosene oil in adjoining area/district. A monitoring cell to track the movement of tankers transporting Kerosene Oil will be established in both the Directorates of Department of Food Civil Supplies and Consumer Affairs Jammu/Kashmir. The monitoring cell will track the movement of tankers on their respective divisions. Assistant Directors of Department of Food Civil Supplies Consumer Affairs will verify the actual beneficiaries using Kerosene Oil for bonafide purpose of cooking and illumination. They may ask the Administrative Department for reallocation Kerosene Oil on the basis of actual requirement of Kerosene Oil in the District. The Assistant Directors may also take into account the beneficiaries voluntarily giving up subsidized Kerosene Oil while asking the reallocation. The copy of every Kerosene Oil release order shall be sent to Deputy Commissioners, District SSPs for monitoring the Distribution of Kerosene Oil. The quota shall be allocated to wholesale dealer only who fulfill the required conditions as per SRO and can be stopped at any point of time for non fulfillment of conditions laid. The colour of tankers transporting Superior Kerosene oil shall be as prescribed by Oil marketing companies, highlighting the name of wholesale dealer, telephone number of dealer, telephone number of director, SSP concerned and the words Kerosene Oil shall be written on the body of tanker. Moreover, the SRO-285 has said nothing about stoppage of kerosene supply but DDC tried to took refuge of this notification only to appease the Minister from same district, who instead of doing something for the betterment of people, has been working against the interests of people. "Instead of doing some good for the district population the DDC as well as the Minister concerned has been trying their best only to harm the interests of people", a local of Samba Rajesh Sambyal said, adding that even the Consumer Affairs and Public Distribution Minister and officials were willing to release the quota but the Minister has reportedly been trying his best to continue with stalled supply. |
