RDD's sluggishness mars sanitation programme | Fails to construct Community Sanitary Complexes | | Arun Singh

Jammu, Nov 9: The failure of Rural Development Department to build up collaboration with Gram Panchayats in the State to construct Community Sanitary Complexes in rural markets, religious places and any other places where large scale congregation of people is observed has marred the sanitation programme. Sources told Early Times that this much needed sanitation programme has not shown any considerable progress on the ground due to sluggishness of the RDD to take pro active initiative to cover such places where maximum movement of people is seen. "The sanitation facility has become the priority in the present time with the Center Government' ongoing sanitation programme under the flagship of "Swach Bharat Abhiyan". Moreover there are numbers of such places in Jammu district where religious congregation take place every year like Jhiri Mela which is regarded as one of the biggest fare in North India and where construction, availability of Community Sanitary Complexes are much needed but the concerned department has failed to get attention of these places," they alleged. They further said that a very low presence of such Community Sanitary Complexes has been observed in the State with only 50 percent of their construction and most of them in hilly districts where at many places the construction work has not been completed as yet. As usual, the Rural Development Department has always put responsibility of non completion of work to the shortage of funds and staff but matter of fact is that apathetic attitude of the concerned department is derailing the programme. Although the responsibility for the upkeep and maintenance was to be given to the respective Gram Panchayarts but with the lack initiative of RDD for constituting maintenance sanitation committees with coordination of Gram Panchayats, many Community Sanitary Complexes, which have been constructed for the last one to two years have not been made functional resulting depriving the people from their use and wasting the tax payers money, they informed. "Community Sanitary Complexes assets created at a cost of Rs 19 lakh in Ramban, Badipora, Hayatpora. Bonzamgam, Gundipora, Sonpah, Rutsum and Darsan Gram Panchayats (Budgam) during 2010-11 to 2012-13 were non-functional for the last over one to three years to non-formation of maintenance committees," they added. |
