18 months on, no probe into allegations against former CEO | What lies beneath SVO's sluggish pace? | | Akshay Azad Early Times Report Jammu, Nov 10: Eighteen months on, the State Vigilance Organization (SVO) has failed to complete preliminary investigation over the allegations of corruption, embezzlement of funds to the tune of several Lakhs against former CEO Udhampur. The allegations were leveled by the then Principal of Government Higher Secondary School Pancheri against the then Chief Education Officer of Udhampur Balbir Singh, who is at presently CEO Kathua. According to documents in possession of Early Times, the then Principal of Government Higher Secondary School Pancheri Pawan Slathia had submitted a complaint before Director Vigilance Organization on 12th of May 2015. In the complaint Pawan Slathia had alleged that the then CEO Udhampur had embezzled Lakhs of rupees out of School Improvement Fund from his day of joining as CEO Udhampur in April 2013 till ending April 2015. "Instead of using the funds for repair/maintaince of schools, the CEO had used above Rs. 4 Lakhs for diesel of his vehicle besides a total of Rs. 62 Lakhs were withdrawn from this funds in November 2014 for personal gains", the complaint reads, besides adding Kuldeep Kumar an SO had managed his posting in CEO office for over 30 years out of his total service of 37 years and he allegedly misappropriated lakhs of rupees out of contingency fund. Moreover, CEO in connivance with Kuldeep Kumar SO DIET Kud at present attached in the office of CEO Udhampur, Shiv Kumar Senior Assistant and Amit Kumar Junior Assistant have indulged in corrupt and illegal practices and have looted teaching fraternity by receiving gratification from nearly 450 teachers transferred recently, of Rs. 50,000 to 1 Lakh each for their choicest postings, Slathia has alleged in the complaint. "In violation of order of Commissioner Secretary School Education, CEO had issued backdated modification/retention orders of nearly 250 teachers illegally and that too on Sunday", he has alleged. Apart from making attachments on his whims and fancies, the CEO had also purchased 11 Xerox machines of substandard quality at the rate of Rs. 98000 each, in connivance with Kuldeep Kumar (SO), out of SSA scheme without publication of tender notice in the leading newspapers of state, with an aim to benefit the supplier, Pawan Slathia has alleged in the complaint. Pawan Slathia had appealed the State Vigilance Organization to register a case against the then CEO Udhampur and some other officials. Investigating officer of SVO, Kartar Singh informed that he had submitted the file in the central office, nearly six months back and only the higher officials could reply. SSP Udhampur range Shiv Kumar Chouhan said that he had recently joined and only IGP office could say something. Inspector General of Police SVO, Alok Puri said that the investigations were still on. "It is a lengthy process to complete the investigation. Some more queries were raised on the preliminary investigation report submitted by subordinate officer", he said, adding that investigation was still on. |
