HC orders CB to complete probe into ETT scam soon | | | Early Times Report
Srinagar, Nov 28: The state high court has directed crime branch (CB) of police to complete its investigation into the scam involving elementary teacher training (ETT) colleges in the state in the 'shortest possible time'. Hearing a PIL, a high court division bench of Justice Muzaffar Hussain Attar and Justice Ali Mohammad Magrey also directed the education commissioner to file response about the steps taken for the implementation of recommendations of a committee headed by director school education, Kashmir, (DSEK), for proper functioning of ETT colleges in the state. After the hearing of the case started, the court was informed about the CB IG's latest status report which said that the investigation about the 2007-09 session had been completed and challans were being filed in the near future in the competent court of jurisdiction. It was also pleaded in the status report that the investigation had been initiated in respect of 2009-11 session. "The investigation be completed in the shortest possible time and compliance report in this behalf be filed," the court directed. The court also directed the education commissioner to file response about the communication of DSEK sent to him by chairman of the committee regarding the proper functioning of ETT colleges before the next date of hearing in the week commencing from December 19. The committee with one legal expert as a member had been tasked by the government to explore the possibility of inserting provisions in the regulation of ETT colleges, which among others, allow proper monitoring of the colleges, both before and after students are admitted to them. The committee was also tasked to suggest the framework which allows the recovery of fees collected from students by ETT institutes, which have committed irregularities and illegalities in the past. In one of the earlier status reports, CB had brought forth rampant academic indiscipline in these institutes. It said that many students, mostly from outside J&K, had been awarded certificates without even attending the classes. An inquiry conducted by the Board of School Education (BOSE) has already described it as a 'big scandal run by mafia in league with the top brass in BOSE'. The investigators had arrested some BOSE officials, including its former chairman, in connection with the case. They were later released on bail. The crime branch has registered two cases under section 5(2) of Prevention of corruption Act and RPC sections of 420, 468 and 471. |
