| SMC, JMC fail to undertake IEC activities | | Swatchh Bharat Mission | | Early Times Report
Srinagar, Dec 16: In-spite of clear directions to all the state Governments to undertake Information, Education and Communication (IEC) activities under Swatchh Bharat Mission (SBM), J&K state particularly the Srinagar Municipal Corporation (SMC) and Jammu Municipal Corporation (JMC) have failed to undertake such activities in the respective cities from Details available with Early Times reveal that Swatchh Bharat Mission guidelines under Urban sector makes it mandatory for the municipal authorities to organize IEC activities in the cities and towns. The guidelines in this regard were issued more than 2 years back, but till date Government has done nothing in this regard. Under IEC activities seminars, workshops, roadshows, street plays are to be held by the authorities in association with Govt and even Non Government agencies.
Government of India has earmarked a separate budget under this programme but it seems J&K Govt through Housing & Urban Development Department (HUDD) SBM cell has not even submitted a proposal before Govt of India in this regard. Sources say that some proposals have been sought by Government through HUDD in this regard , but till date not a single programe has been organized neither in Srinagar nor in Jamu cities.
Earlier the Srinagar Municipal Corporation (SMC) had changed its stand within a month over the Swatchh Bharat Mission (SBM) funding provided to the corporation. Under RTI Act the SMC had provided information that no funds were provided to SMC , under Swatchh Bharat Mission (SBM) , but when the Commissioner SMC spoke to a Srinagar based newspaper few months back , he said that some 20 lakh rupees have been provided by Govt to SMC under Swatchh Bharat programme, but under which component , nobody knows?
In a reply provided to a Srinagar based RTI Activist , the SMC 's Public Information Officer (PIO) had earlier revealed that Corporation has not received any funds under SBM which is being implemented across country from last more than one and a half years.
Information seeker Dr Mushtaq Khan had sought details from Srinagar Municipal Corporation (SMC) about funds allocated under Swatchh Bharat Mission (SBM). Mushtaq who has done a commendable work on highlighting the shortcomings of Srinagar Municipal Corporation (SMC) and pollution in Dal lake wanted to know about the works being executed by SMC.
"I was shocked to know that not a single penny has been provided to SMC under this programme. But after a month SMC Commissioner said that they got Rs 20 lakhs , there is a total confusion " said Dr Mushtaq while talking to Early Times.
"We can't blame only the officials at Secretariat level for this delay , but the officials of SMC and JMC are also equally responsible for not making any communication with Government towards allocation of funds under SBM for IEC activities " said Raja Mohammad Ameen a senior citizen from Hawal Srinagar. |
