CM empowers state ministers, seeks routing of files through them

JAMMU, Dec 16: Chief Minister Mehbooba Mufti today took another extraordinary step and delegated more powers to the state ministers directing officers to route all files of the cabinet ministers through the office of state ministers.
Issued in pursuance of Rule 5 of the Jammu and Kashmir Government Business Rules, Chief Minister has directed that in addition to powers as may be delegated to the Minister of State by the Minister- in-Charge under Rule 9, the Minister of State shall exercise powers independently while approving transfers of non-gazetted staff, which require approval, of the Administrative Department, as per the transfer policy.
Minister of State (MoS) has been empowered to accord administrative approval to the works beyond the competence of head of the departments upto Rs.3.00 crores. He can now sanction advance drawl upto Rs.15 lakh with the concurrence of FA and CAO. The MoS now have the powers to sanction medical treatment outside the State in respect of the non-gazetted staff under the J&K Civil Services (Medical Attendance-cum- Allowance) Rules, 1990.
MoS now has the powers to sanction charge allowance in favour of the officers/officials, officiating on the higher posts besides sanctioning deputation of non-gazetted staff in 'connection with official work outside the State but within the country. He can now sanction festival advance in favour of the staff and refer non-gazetted and gazetted vacancies to the Selection Committees/SSB/PSC alongwith approving constitution of the Survey Committees for surplus and un-serviceable stores in the departments subordinate to them.
Chief Minister has empowered the MoS to sanction under Rule 18.18 of the J&K Financial Code, 'writing off' of irrecoverable value of stores and livestock lost when there is no fraud or negligence. She has allowed the MoS to sanction condemnation of old vehicles and recommend purchase of new ones in replacement thereof, subject to budgetary allocation besides approving blacklisting of contractors and suppliers as per the norms laid down under Rule 18.1 of the J&K Financial Code.
MoS has now powers to lay the reports of different committees, wherever constituted, before the state legislature and to order with-holding of increments under Rule 30(i1i) of the J&K Civil Services (Classification, Control & Appeal) Rules in case of on-gazetted employees under their administrative control. Minister of state has now powers to sanction local purchase of stationery articles from the contingency grants of the Department.
MoS has powers to sanction expenditure in connection with the ceremonial functions, such as; laying of foundation stone or opening of a public building alongwith sanctioning House Building Advance in case of non-gazetted employees subject to conditions as laid down In the J&K Financial Code. The Minister now becomes powerful to sanction honorarium in favour of the non-Gazetted employees with the concurrence of the Finance Department.
Chief Minister has further directed that transfer and posting proposals of the gazetted officers, which require approval of the Administrative Department, shall be placed before the Minister-In-Charge through the Minister of State and proposals in respect of the PPP projects and other projects relating to the development initiatives, shall also be placed before the Minister-in-Charge through the Minister of State (MoS).
But the Chief Minister has specifically said that the files and matters requiring approval of the Minister in-charge as mentioned here in above shall be routed through the later of State; and such matters/files should be disposed off by the concerned Minister of State (MoS) within one week from the date of such receipt of file.
