SRINAGAR, Dec 16: While the State Government had allotted hundreds of kanals to people claiming to be aspiring entrepreneurs, the latter have not established units thus leaving the industrial land un-utilized.
Most of these people who hold land un-utilized are kith and kin of politicians and bureaucrats, official sources said.
Since 1995, the Industries and Commerce department had provided hundreds of kanals of land to these entrepreneurs at the lower prices at Samba, Bari Brahmana, Rangreth, Lassipora, Kathua and Gangyal. However, official sources said hundreds of kanals of industrial land has remained un-utilized since majority of entrepreneurs didn't set their units for which government had provided them subsidies and facilitate loans from banks at very low interests.
The land was provided at the low prices aimed at generation of employment opportunities and to grow the industrial sector of the state.
Official sources said the concerned authorities had not cancelled most allotments to these entrepreneurs as per the terms of the agreement despite directives from the government in 2013 to blacklist all these people who had not utilized the industrial land.
They said around 350 industrial units involving 1500 kanals of land out of over 300 plots of land was leased out to these people at various places from 2008 to 2013. "Around 100 units have been established and rest people have not set up the units," the officials said.
Possession of land is handed over after the entrepreneur completes the necessary formalities and has to execute a lease deed for the land with Regional General Managers of SIDCO.
However, sources said these people had not completed any such formalities and denying the opportunities to the youth who intent to set up units in the state. "The kith and kin of some politicians and bureaucrats are holding hundreds of industrial land and government was reluctant to act against them," an official said. "They didn't set up the units nor allowing others to establish units which could generate new employment opportunities. Some procured the industrial land in 2000 despite passing 15 years no initiative has been made by these entrepreneurs despite receiving subsidies from the government," he added.
An official of State Industries Development Corporation (SIDCO) said they have issued notices to these people to utilize the land or their licenses will be cancelled.
"We have sent them clear cut directions to utilize the land. It was aimed to generate employment in the state but these people have kept the land un-utilized in violation of the rules," the official said.
SIDCO has developed land in its industrial complexes in the state. It acts as a nodal agency for promotion and development of medium, large and mega industries.
Many entrepreneurs have been complaining that land had been allotted to them without proper arrangement of water supply at the site of industrial units.
