SRINAGAR, Dec 16: In utter violation of promotion rules, inexperienced blue eyed candidates have purportedly been appointed in different departments by way of halting promotions of Junior Engineers (JE's) who have been discharging their duties over the years.
If sources are to be believed, government through Public Service Commission (PSC) has advertised all 253 Assistant Engineer vacant posts in different departments as against the rule of promoting 60 percent from junior engineers, 20 percent from diploma holders and fill rest of the posts through advertisement.
"Promotions were only stalled to adjust blue eyed and influential people' the kiths, kin's and relatives of ministers. Assistant Engineers (AE's) should have been in 2012 for one post higher (Assistant Engineer) on 19.09.2012 as three years of service is mandatory for the promotion, but there seems no end to their wait to be promoted," Sources told 'Early Times'
Sources further asserted that the direct recruitment of Assistant Engineers will leave leave no scope for their promotion to higher posts.
"Public Service Commission has short listed the candidates for direct recruitment and the selected candidates will be listed above in the seniority list. Most of the short listed candidates are 90s born and possess same degree besides they too have come from same institutes; this process appointment will automatically halt promotions of Junior Engineers.
Sources said that the Engineers approached the then Minister for PWD Altaf Bukhari on 02 .01.2016, who in response asked the department to submit the file within seven days but unfortunately no action has been taken till date.
They said that they took legal recourse and got the recruitment stayed, "but the government got the case shifted to Jammu and delayed hearing to allow smooth recruitment,"
Pertinently the engineers have been appointed as Junior Engineer (Civil), State cadre in Public Works (R&B) Department vide Govt. Order No. 209 PW(R&B) of 2009S dated 17.09.2009 and have become eligible for one post higher (Assistant Engineer) on 19.09.2012 as three years of service is mandatory for the promotion. |
