Pakistan not ready to accept changes in Indus water Treaty | | | Pakistan has toughened its stand on the Indus Water Treaty following announcement by India that it was not prepared to lower the dam height of Kishenganga and Rattle projects.In fact after the Kashmir dispute the Indus Water Treaty too is an issue between India and Pakistan. Tariq Fatemi, advisor to Prime Minister Nawaz Sharief has said Pakistan will not accept changes to Indus Water Treaty. India wanted to put an end to this agreement after continuous ceasefire violation by Pakistan and earlier, Prime Minister Narendra Modi was briefed by top officials, including NSA Ajit Doval and Foreign Secretary S Jaishankar, regarding the options available before India in terms of abrogating the Indus Waters Treaty with Pakistan.Instead of scrapping the treaty, government decided to pull the strings against Pakistan by asserting the rights allocated to India as per the treaty. A decision has been taken to utilize the Western rivers of Indus basin to maximum potential.. Earlier there were reports that Pakistan will approach India by the end of December to address its concerns on the Ratle and Kishenganga projects, a day after the World Bank paused the separate processes initiated by the two sides under the Indus Water Treaty to allow them to resolve their disagreements..The World Bank had earlier said the Indus Water Treaty, 1960, is seen as one of the most successful international treaties and has withstood frequent tensions between India and Pakistan, including conflict. "We are announcing this pause to protect the Indus Waters Treaty and to help India and Pakistan consider alternative approaches to resolving conflicting interests under the Treaty and its application to two hydroelectric power plants," World Bank Group President Jim Yong Kim has said. Yes,there is a problem as far as full utilisation of three river waters is concerned.India is restricted under the Treaty to seek approval from Pakistan in advance about the new power projects being built on the Chenab.J ehlum and the indus.It has been the habit of Pakistan to create hurdles in the process of completion of a major power project.These objections were raised when the Government decided to build Uri Phase II,Baglihar Phase I and II.At one stage the World Bank had to constitute a committee of experts which suggested to India to lower the height of the dam of Baglihar project.In fact Pakistan delights in putting one hurdle or the other so that Jammu an d Kashmir suffered power shortage which could incite people to resort to violence and that Pakistan had approached the World Bank and Islamabad may have believed that it will intervene. Instead of mediating between India and Pakistan on the terms of the Treaty the World Bank suggested to New Delhi and Islamabad to resolve the issue through bilateral talks which is an irritation to Pakistan.And India is right because it cannot export water to Pakistan which was exporting terror to India. Hence instead of insisting on discussing Kashmir Pakistan should discuss the Indus Water Treaty otherwise India may be forced to reduce the supply of water from Chenab,Jehlum and Indus because restrictions have not allowed Jammu and Kashmir Government to generate power to its full. |
