After 5 years, FPF Incharge-inspectors still awaits confirmation | To appease few, Deptt may cancel old promotion order | | Akshay Azad

Jammu, Dec 18: The incharge inspectors of Forest Protection Force (FPF) have been waiting their confirmation of services for the last five years but instead of any relief, they may face worries as department may cancel the old promotion orders only to appease few, who enjoys close allegiance to corridors of power. Sources informed Early Times that on one hand the Forest Department has failed to confirm their services as inspectors in the last five years and on the other there were unconfirmed reports that Directorate of FPF was contemplating to cancel these promotion orders, only to appease the minister. "The department had promoted 36 Forest guards as Incharge-inspectors on 14 September 2011 and 20 October 2011 of Kashmir and Jammu division respectively and the approval of their postings was issued as per Forest department order number FST/FPF/33/2010 dated 24/3/2010", they said, adding that promotions were done on the basis of merit list forwarded by Service Selection Recruitment Board (SSRB). Sources further says that after over 15 years of formation of Force, still the recruitment rules are in oblivion but in the year 2012, the Department had issued an SRO-264 of 2012, finalizing seniority of Forest guards on basis of training merit. "A tentative seniority list and confirmed seniority list was published by department but same were stayed in High Court as per SWP number 1278 of 2015 and 1280 of 2015 due to strong resentment against Forest guards as department had sent the Forest guards for training on pick and choose basis", sources said. They further informed that a number of petitions were filed in the High Court by the aggrieved Forest guards, and in a writ petition the High Court stayed the SRO in SWP number 1066 of 2011 and in SWP number 1952 of 2012. "In its order the High Court had made it clear that either conduct the DPC of Forest guards or maintain the status quo of employees, who were promoted as per seniority list of SSRB", sources said. Sources said that the department has so far failed to finalize the recruitment rules and due to publication of SRO-264 of 2012, a number of litigations were pending in the court. "Instead of mending their ways, the department is reportedly going to cancel the promotion order, issued by department five years back, which will results in more litigations in the court of law", sources said. "Instead of streamlining the department, the officials have reportedly been mooting the proposal which will only bring chaos to department with more and more litigations", sources said, adding that it was done, only to appease few, having close allegiance to corridors of power. Director of Forest Protection Force Rajeev Tiwari said that due to bunch of litigations pending in the court of law, the promotions were not done by department. "Promotions are in the interest of department and department is in the process of doing promotions", he said. On the question of reports about cancelation of previous promotion orders, he said that he was unaware of any such order issued by department. Secretary of Forest department Mohammad Afzal Bhat said that recruitment rules were in the process of finalization. "Recruitment rules are with ARI and Trainings department after which same will be forwarded to Law for vetting and then final approval will be given by Chief Minister", he said. On the question of reports about cancellation of previous promotion order, he denied such reports and said that promotions would be done once the recruitment rules would be in place and as per recruitment rules. |
