| The soft approach of PDP and confused approach of BJP just leading the state to militancy and encouraging the anti national elements bent upon to de-stabilize the state. All Kashmir based regional political parties are sympathizers of the element responsible to keep the valley on boiling temperature and habitual of shedding the crocodile tears during the election time and making promises to bring all heavenly pleasures in the state. Whereas the hidden agenda is much appealing to the valley hawks and directly and indirectly these hawks play a major role to bring the party in power, twisting to their liking and needs.
The political scenario in Jammu region is of deceptive in nature. They always speak of Jammu's cause, a pleasing therapy to the people, but practically faithful to the Kashmir centric leadership for their humming political shops. We find divided families on politics in Jammu and one can easily conclude that all this is to keep one wicket safe in the batting field. The Jammu had been reeling under Kashmir centric politics by its political agents in the Jammu region. Let us discuss 'Tenderhearted approach of PDP' & 'Confused approach of BJP' one after the other. Tenderhearted approach of PDP: to arrive at the conclusion we require revisiting the PDP since it came to existence. The PDP founded in 1998 headed the PDP-INC Coalition Government between October 2002 and November 2005, on sharing basis, but by requesting a vote of confidence on Amarnath land row compelled then INC rotational CM to resign on 7 July 2008. The PDPs move was purely to support Kashmir voice of separatists. The PDP operates on the ideology of self-rule; it believes that self-rule as a political philosophy and ensures the empowerment of the people of Jammu and Kashmir, while further engaging in debates over new political territoriality of Jammu and Kashmir. Outlining the basics of self rule, the party has promised closer ties across the Line of Control by making borders irrelevant. As described by late Mufti jee self rule document aimed at getting Kashmir out of the siege mentality by formation of regional councils by upgrading and accommodating the Legislative Council and members from both sides.
It will use Article 370 itself to restore the original special status. Reviewing cases against the youth and reviewing the Disturbed Area Act to make way for the revocation of the Armed Forces Special Powers Act. The self-rule document was firm on making Article 356 (imposition of President's Rule) non-applicable to Jammu and Kashmir, for which a separate constitution and its special status under Article 370 formed the basis.
In 2014 elections the PDP secured 28 Legislative Assembly seats and it was the first day when openly PDP was exposed as sympathizer of militants and their promoters. Here we must refresh our memory about the first press conference in Jammu after the swearing-in-ceremony in his second stint as chief minister; Mufti Sayeed thanked "Pakistan, militants and the All Parties Hurriyat Conference (APHC)" for "smooth and peaceful conduct of the assembly elections". Mufti's statement became popular in Kashmir, and earned notoriety in New Delhi for obvious reasons. After hectic parleys between the PDP and the BJP, this acknowledgment (surrender of BJP) got registered and became visible in the coalition government's "Agenda of Alliance". We should remember the PDPs stand on hanging of Parliament attack convict Afzal Guru, a group of PDP legislators in a written statement said "PDP has always maintained that late Afzal Guru's hanging was travesty of justice and constitutional requirements and process was not followed in hanging him out of turn,". As the PDP-BJP coalition was blinded by electoral power. Therefore, its advisors thought there was no need to engage the Hurriyat in any meaningful dialogue. There was no forward movement and it was the reason behind the Burhan episode acted by the Hurriyat. During Burhan problem in Kashmir, how we can forget Naeem Akhtar's (PDP-BJP government's chief spokesperson) hurriedly called press conference to sought the Hurriyat's help in "restoring calm and peace" in Kashmir and Chief minister Mehbooba Mufti's appeal to the Hurriyats to play a role in restoring peace to Kashmir's streets. This is significant, because Mehbooba heads a PDP-BJP coalition government, which means that BJP was also beseeching & seeking Hurriyat's help as any statement or appeal by the CM is considered as voice of the government. The release of stone palters detained under security laws was a sort of dictatorial order to state administration as hundreds of such cases were reviewed by the committee overnight to facilitate the release and as a hidden agenda to appease the pro militant forces. Similarly controversy over compensation to the family of Burhan by the government is the exhibition of sympathy with the ideology of militants.
Confused Approach of BJP; The much nationalistic party BJP left no occasion to shut down Jammu region (confined to just two & half districts only) on even minor issues and on every move discriminating Jammu to project itself as only party aspiring to bring parity with Kashmir in all fields of discrimination. But BJP face exposed half in 2008 elections when it came to double digit in Jammu and it happened mostly on the exploitation of religious sentiments of the people boiling in Jammu at that time, on Amarnath Land row, but were badly stripped and exposed for obtaining corruption by its elected MLAs to cast vote against party whip in the Council election and facing expulsion by the high command, although it proved to be just eye wash. The whirl wind return of BJP in 2014 was an accidental one, due to the Modi wave which uprooted almost the entire opposition in Jammu region. The valley contest was hotly pursued by BJP against PDP, but it was shown the doors in the valley as un-acceptable party in that region. Here we have to understand but were the commitments of BJP in its 'vision document' prior to election in 2014;
State in-charge Avinash Rai Khanna, unfolded the vision of BJP about the state of Jammu and Kashmir to make it a peaceful, progressive and developed state of the Union of India through holistic and inclusive development of all the three regions including Jammu, Kashmir and Ladakh," It promised to initiate the process of "just and honorable" re-settlement of the displaced members of the Kashmiri Pundit community in Kashmir valley with security. To reserve five seats for refugees from the Pakistan Occupied Kashmir from the 24 seats kept vacant for the PoK and three for the displaced Kashmiris out of the 46 seats earmarked for the Kashmir valley. It will give 33 per cent reservation to women in the legislative assembly and legislative council Favoritisms will be curbed. It would bring reforms in governance; BJP will ensure corruption-free and people friendly government. We will keep all public authorities out of political influences. The party refrained from mentioning the much-debated revocation of the Article 370. So plainly speaking the BJP unit of Jammu is in confused state of mind as their survival is only up to the time they are faithful to the PDP. They have practically surrendered to the Kashmir leadership for their personal gains and power lust. Had there any sensible thinking in the central leadership of BJP, it would have never sided with PDP from day one in view of Late Mufti's sympathy with militants, terrorists and Pakistan exhibited in his first conference, but the power hungry BJP acknowledged the words and entered into a wed lock with PDP for harmonious honeymoon. The projections from vision document surrendered to PDP by BJP require mention here. The present position will be maintained on all the constitutional provisions pertaining to J&K including the special status Article 370) in the Constitution of India. It shall be the mission of the coalition government to be the most ethical state in the country from the present day position of being the most corrupt state. (Every day the media expose this fraternity for corrupt practices, The allegations of crores of rupees during demonetization, removal of a female vice president of the BJP on charges of corruption and indulging in transfer industry of his husband's ministry) Ensure genuine autonomy of institutions of probity, which include State Accountability Commission, Vigilance Commission, which will be re-designated as Transparency Commission, and an organization which deals with the Right to Information Act, on holding a different view on the Armed Forces Special Powers Act (AFSPA), Development of Jammu as an independent tourism circuits, with specific plans for: Suchegarh - Samba - Hiranagar border tourism Katra - Patnitop - Bhadarwah sector, Purmandal - Utterbeni -Surinsar - Mansar secto, Katra - Majalta - Billawar- Basohli sector, Bani - Sarthal- Jai circuit and Rajouri - Poonch ( seven lakes) sector, Enhancing connectivity by building Basohli-Bani-Badherwah road, Setting up of a new specialized high tech IT Park and Bio tech parks in Jammu, and Pir Panchal, Setting up a super speciality, AIIMS in the valley, developing a ring road around Jammu city for decongestion of traffic, Develop Ranjit Sagar, Mansar, Wullar and Suruinsar lakes, cleaning and beautification of the Jehlum and Tawi on the pattern of Ganga.
Concluding we can safely arrive at, that PDP is supposed to be sympathizer of militants and their promoters owing to its existence in the valley by virtue of theses hawks but BJP has adopted this approach only to keep itself in power for personal gains. The BJP has shut its eyes towards discrimination, settlement of Kashmiri Pandits, refugees, development, tourism one and all and projecting themselves as 'Messiah' of Jammu by cutting ribbons of lane & drains, inaugurating shopping malls, replacing transformers and other works of a 'Sarpanch & Panch' level. In J&K state BJP has proved more dangerous and destructive especially for Jammu region by surrendering in Toto to the sympathizers of militancy and clinging to the government and as a result the sufferers are Jammuities. |
