RDD officials credited Rs 4.2 lakh as material payments into account of Hizb OGW

JAMMU, Mar 4: In yet another startling revelation in fraudulent MGNREGA material component payments, the officials of Block Development Office (BDO) Marwah in Kishtwar credited an amount of Rs 4.20 lakh into the account of an Over Ground Worker (OGW) who is being probed for his links to Hizb terrorist commander Mohammad Amin Butt alias Jahingir Saroori.
Surprisingly, the concerned BDO who released the amount in favour of the OGW and others has been placed under suspension for violating DC Kishtwar's standing order banning withdrawal of MGNREGA material component payments, but no other officials including first signatory has either been suspended or attached for violation of the orders.
As per the details available with Early Times, the material payments had been credited into the account of OGW against the works for construction of Khul Wani Mohallah to Zaran (Rs. 31338), Khul from Mankhol to River (Rs.13438), Land levelling/protection at Gamchal (Rs 54825) are some works to mention against whom this material component has been withdrawn, beside other works including land leveling, bridle path, development of Waste Land, C/Path are among the dozen works against which the material payment has been withdrawn and credited into the account of this OGW Mohammad Rajab Sheikh from Renie -B Panchayat of the Marwah block. All the payments had been withdrawn for the year 2019-20.
Speaking to Early Times, the official sources informed that the person in question is an OGW who is under police watch and has recently been questioned by the police for his alleged links with longest surviving Hizb terrorist commander but surprisingly the RDD officials with active knowledge of his links with terror outfits credited such huge amount into his account.
The sources inform that all these material payments are fictitious since majority of the works didn't took place on ground and no record of any purchase of material by these so called vendors nor they have paid any royalty to department of Geology and Minerals.
The sources said the crediting of an amount of Rs 4.20 lakhs into the account of OGW as a fit case to be probed by none other than NIA as same money could have possibly been used to carry out terror related activities in Kishtwar District beside to ascertain whether any such other payments would have been credited into the accounts of the persons linked with militants.
Similarly an amount of around Rs 5.25 lakhs has been withdrawn against the name of Mohammad Rafi Malik in Panchayat Qadrena A and an amount of Rs 5.11 lakhs has been withdrawn against the name of Mohammad Yaseen from Nowapachi panchayat and Rs 5.18 lakhs against the name of Ghulam Nabi Malik from Panchayat Pathgam all in Marwah block.
Mohammad Rafi Malik and Mohammad Yaseen are working as helper at two different medical shops at Kishtwar and according to sources both had hardly visited the Marwah during working season adding that an amount to the tune of several lakhs has been withdrawn against the name of Mohammad Rafi Malik.
The locals demanded high level probe into the withdrawal of material component under MGNREGA beside also called for scrutiny of the moveable and immovable properties accumulated by these employees.
