jammu, Dec 5: Apart from his overstay, under political and bureaucratic patronage, a powerful Executive Engineer in Rural Development Department (RDD) running transfer 'industry' in department.
Sources in department informed Early Times using his connection in 'power corridor' of the state, engineer applies all nefarious designs at his disposal, to maintain his authority to 'mint money'.
"Recently, on his 'recommendations' an officer, to rank Assistant Development Commissioner (ACD) made scapegoat and victim of premature transfer", sources said and added that but change of guard in department the aspiration of the engineer could not be fulfilled.
"Those who know, nefarious style of working of the XEn approach him for money minting posting in the department", they added.
They further said that the engineer, who acts like a 'magician' knows how to convince top bosses even ministers. "Ali Mohammad Sagar, former Minister for Rural Development Department and Panchayati Raj, was also against pigsty created by the engineer within the department, and it was being expected that he might removed from the post, but he managed to get stay on the post", they added.
Sources further said that incumbent Minister for Rural Development and Panchayati Raj and Law and Justice Abdul Haq Khan too does not favour the XEn. "Since there a powerful nexus of officers in civil secretariat, that showers un-due benefits to the engineer, he sticking to the post of Executive Engineer since long back when he was Assistant Engineer", they added.
Earlier, he using his 'power' kept several XEn sidelined in RDD, sources said and added that the post XEn, now he is holding, was deliberately kept vacant by the department. "He was given additional charge of post, following transfer of the then XEn", sources said and added that It was clearly mentioned the additional charge would remain with the engineer till the post filled up by the administrative department. |
