JAMMU, Jan 23: Anti-national and pro-Pakistan elements in Kashmir and their supporters outside the Valley, including mercenaries, have unleashed a relentless campaign that is designed to make New Delhi ignore the people of Jammu and Ladakh and their political aspirations, needs and compulsions and break the "status quo" by accommodating the communal and separatist urges of Kashmiri leadership and Pakistan. They have been asserting that high voter turnout in the Valley in the just-held Assembly elections just cannot be described as the victory of Indian democracy or resolution of the so-called Kashmir issue. Elections and resolution of Kashmir issue are two different things, they have been saying.
"Governance, of course, is an important issue but no idea of governance is sustainable without peace and stability. Therefore, the argument that elections are for governance alone doesn't hold entirely good in case of Jammu & Kashmir where some festering wounds need to be healed for the place govern-able. If there is an alliance between the unexpected parties - the PDP and the BJP - the basic minimum expectation would be not only revival but also reinvention of the peace process by picking up all three crucial strands: New Delhi-Islamabad, New Delhi-Srinagar and the Confidence Building Measures across the Line of Control. Once a process is initiated on these fronts, ease of improving governance with inclusion and narrowing the rift within Kashmir and Jammu would be just a natural by-product," they are saying.
The point is that the believers in the concept of Kashmiri sub-nationalism and ardent supporters of Pakistan want New Delhi to adopt a new policy towards Pakistan and Jammu & Kashmir - a policy that further drives the state away from India and helps the protagonists of two-nation theory achieve what they have failed to achieve during all these years of the state's accession with India. They willfully overlook the fact that the political aspirations of the people of Jammu and Ladakh, who occupy more than 88 per cent of the state's land area, are altogether different. The battle-cries and watchwords both in Jammu and Ladakh are complete integration of the state into India, application of the Indian Constitution, minus the obnoxious and communal Article 370, to the state in full and adequate political empowerment of these neglected regions. As against all this, in the Valley, the slogans range from merger with Pakistan to azadi from both India and Pakistan to greater autonomy or limited accession with India to India-Pakistan joint-control and joint-management to economic freedom to Islamic banking and to what not.
Those who are talking about Srinagar-Islamabad axis, Srinagar-Delhi axis and Delhi-Islamabad axis and not talking about Jammu-Delhi axis and Leh-Delhi axis must not forget that Jammu and Ladakh are the two of the three most important political factors in the state's political situation and that to ignore them would be only to create a volcanic situation in these two provinces, where the people are already chaffing and seething with anger. They should also not ignore the fact that there are over three lakh internally-displaced Kashmiri Hindus who have been demanding bifurcation of the Kashmir Valley to have for themselves a separate homeland invested with Union Territory status. They also cannot be ignored, as they are original inhabitants of the Kashmir Valley. They have the first claim over Kashmir.
But more than that, they just can't ignore the nature of the 2014 mandate. The people of Jammu province and Ladakh region gave the verdict on December 23 that they are the masters of their own destiny and that no force on earth can force them to sever their historical, emotional, constitutional, political and cultural ties with India. But those who have unleashed anti-India and pro-Pakistan and pro-Kashmiri separatist campaign will not change their stance because they mint easy money by doing what they have been doing since years. It is for the custodians of the Indian State to not only rein in these mercenaries but also to put them on the mat and bring them to justice. |
