Custodian General fraudulently allots prime located land worth Rs 3.68 Cr at 'peanuts'

Jammu, Mar 13: State Vigilance Commission (SVC) has detected a huge fraud in Custodian General in allotment of 20 kanals of land at a prime location at Sunjwan Bathindi to a private person on a throw away price of Rs.3.60 lakhs per kanal against the circle rate of Rs.22 lakh per kanal and further has ordered immediate registration of the case against the then Custodian General and other conspirators.
According to official spokesperson, an enquiry was started following a complaint filed by one Mohd Sadiq, the records of the Custodian General, Revenue Department and Jammu Development Authority were subjected to minute scrutiny resulting in detection of crime.
"The application for allotment of land was moved by Mohd Ashraf Sheikh for construction of a School, however, the allotment was made by the Custodian General for construction of "Religious/Institution purpose," spokesperson said, adding, "complainant had never mentioned that the land is required for religious institution."
Spokesperson said that this was done with malafide intention of giving a discount of 60% on the land valued by the Custodian General of his own at Rs.9.00 lakhs per kanal which was applicable only to a religious institution not for the school for which the applicant had applied.
"This resulted in allotment of land on 04/06/2013 to Mohd Ashraf Sheikh at Rs 3.6 lakhs per kanal though the revenue records established that the then prevailing circle rate was Rs.22 lakh per kanal establishing the conspiracy and malafideness, official said while adding, "further, the land in question was allotted in the year 2012 to Estates Department at Rs 20 lakh per kanal as per basic market value as determined by Deputy Commissioner in 2012.
"This allotment however was cancelled without any reason and a private party was preferred for allotment of this land on Rs.3.6 lac per kanal against the circle rate of Rs.22 lakh per kanal in 2013, he added.
The State Vigilance Commission (SVC) on the basis of detailed enquiry has ordered immediate registration of the case against the then Custodian General and other conspirators with direction to Chief Secretary for immediate cancellation of allotment to the private party and restoration of land to the Custodian Department.
