Jammu, Mar 13: The coalition partners Peoples Democratic Party and Bharatiya Janta Party have decided to show the exit door to the non-performing officers, who were given plum postings during the erstwhile NC-Cong regime, and chop off the deadwood in the administration.
Sources told Early Times Chief Minister Mufti Mohammad Sayeed has advised all his cabinet colleagues to rise above the politics and ensure that credibility of the institutions, which was eroded by the erstwhile NC-Cong regime, is restored.
The government, according to the sources intends to begin with by weeding out the deadwood.
"The Chief Minister has asked his close aides to identify the honest and upright officers who can be empowered and brought at the forefront. Besides a list of corrupt and tainted officials is being prepared and they would be asked to cool their heels," sources added.
They said, many officers who managed to "infiltrate" into administration through the back door and due their influence in Omar Abdullah led regime are getting sleepless nights as they have realized that their days are numbered. "Many tainted officials are trying to approach the ministers and the people who are close to the Mufti led regime but their efforts are proving futile as they are not being entertained by the politicians," sources added.
They said the state government is mulling to send a requisition to the Government of India to provide the state with capable IAS officers so that they are placed at key positions in the state administration to overcome the leadership crisis. There are around more than 30 posts vacant in the IAS cadre in J&K.
Pertinently, the present dispensation during its first cabinet meeting did not reshuffle the administration nor were any major transfers and postings ordered. "The Chief Minister has told his cabinet colleagues to monitor the performance of the bureaucrats and other officials and refrain from taking hasty decisions," said a source.
He said Chief Minister Mufti Mohammad Sayeed and Deputy Chief Minister Dr Nirmal Singh want to ensure that concrete steps should be taken to make the administration more "vibrant" and "people friendly." "The bureaucrats and the officials who are competent would be given a chance to carry on but the ones who would act as a stumbling block in delivering good governance would be asked to pack their bags," said a source.
He said, "The Chief Minister has asked the General Administration Department to prepare a list of the officers who have not been transferred as per the rules and have become the uncrowned kings of their respective departments. The list is being prepared and the people who have managed to hold on to their chairs by hook or crook would be transferred and new people would be given a chance to come forward and prove their mettle."
The new dispensation, sources said, is mulling to groom capable, honest and professionally qualified local officers in the middle-rung administration and prepare them to take up responsibilities at the higher levels.
To do away with the "infamous" practice of affecting frequent transfers in the administration, the government is planning to have an institutionalized mechanism at place. Ministers have been clearly told to post officials of integrity on important posts. "Chief Minister and his deputy have told their colleagues not to follow the footsteps of their predecessors and stay away from the transfer industry, which had become a big money spinner in the erstwhile NC-Cong regime," sources added.
The Government is also planning a major overhaul of the institutions like State Vigilance Commission (SVC) while strengthening the State Accountability Commission (SAC), sources said.
