MCI refuses increase in PG seats in GMC Srinagar, cites serious deficiencies | NC-Cong ruined Medical Education! | | Syed Junaid Hashmi

JAMMU, Mar 13: In what could be termed as grim reminder of administrative non-seriousness of erstwhile NC-Congress coalition government, Medical Council of India (MCI) refused to increase seats in four critical post-graduate disciplines of Government Medical College (GMC) Srinagar while allowing conditional increase in one department. According to the minutes of the meeting of Post-Graduate Committee (PGC) of the MCI, copies of which are with Early Times, MCI rejected the proposal for Increase of seats in MD (Anaesthesiology) course at Government Medical College, Srinagar under University of Kashmir u/s 10A of the IMC Act, 1956 for the academic year 2015-16. The highest decision making body of the medical colleges across the country cited serious shortcomings in the college for having recommended disapproval o the request for increasing the intake capacity in this department. According to the minutes, Postgraduate Medical Education Committee considered the assessment report of the college Dated 30-10-2014 and decided to recommend to the central government to disapprove the scheme for Increase of seats in MD (Anaesthesiology) course at Government Medical College, Srinagar. They said that the college has not been paying stipend to the residents as stipulated under law. They said that college already has 15 PG seats (6 Degree and 9 Diploma), which commensurate with available Faculty and Clinical Materials. Committee also struck down the proposals for increase in seats in Pathology, General Surgery and DVL (Dermatology, Venereology and leprosy) on similar grounds. For Pathology, the committee said that it disapproved the increase due to deficiency in the availability of faculty. They said that the department was short of 3 Associate Professors and 1 Assistant Professor alongside non-availability of Central Research Laboratory (CRL) and frozen section. Not only this, the erstwhile government never asked the Medical Education Minister to explain reasons for inadequate academic parameters like Clinical seminar (only 17), Group discussions (20 in number. Regarding the MS (General Surgery) Course, the post-graduate committee has pointedly referred to the assessment committee report dated 30-10-2014 and said that there was no Associate Professor in Unit-I and hence, it cannot be considered as a teaching unit. It further said that unit-III had only 2 Faculty members while unit-IV had 1 faculty member and Unit-V of General Surgery had just one Dr. Baint Singh Bali working on an Academic Arrangement. On these grounds, the PG Committee refused to consider these units as teaching units. Despite being an old department, General Surgery (GS) has no publication on its name since the last three years. A number of other shortcomings had been pointed out by the assessment committee. GMC Srinagar had also sought increase of seats in MD (DVL) course at Government Medical College, Srinagar for the academic year 2015-16. DVL is Department of Dermatology, Venereology and Leprosy. MCI declined this also stating that there are 2 Units but each Unit had only 15 beds as against requirement of 30 beds for each PG Unit. Besides, bed occupancy was 20 percent on the day of Assessment while phototherapy Unit was not functional on the day of Assessment. MCI further said that department was suffering from serious shortage of faculty members with units being virtually handled by inexperienced individuals. MCI went to the extent of saying that no unit in the DVL department could be considered a post-graduate unit. After having refused to grant permission increase seats in the four departments, MCI allowed GMC Srinagar to increase seats in MS (Orthopaedics) course but on conditional grounds. Postgraduate Medical Education Committee considered the Assessment Report and decided to recommend for issuing letter of Permission for Increase of seats in MS (Orthopaedics) course at Government Medical College, Srinagar under University of Kashmir u/s 10A of the I.M.C. Act, 1956 prospectively i.e. from the academic session 2015-2016 from 5(Five) to 8(Eight) students per year till the first batch is admitted as against the increased number appears in the final examination. Assessment committee further said that GMC Srinagar has to apply afresh for additional increase intake at the time of first available examination, as per provision of Section 11(2) of IMC Act, 1956. |
