Jammu, Mar 13: In an alleged case of fraud and loot of hard earned money of poor women in Jammu and Kashmir, officials at the helm of affairs of cooperative society named as "Jammu Women Credit Cooperative Bank" now renamed as "Jammu Women Credit Cooperative Ltd", which falls under the direct control of cooperative department of the state government, has allegedly duped over 500 women in Jammu district and its adjoining areas during 2011 and 2012 on the pretext of providing them jobs under a scheme run by Government of India.
The officials of the said cooperative society not only befooled these innocent women but also decamped with their hard earn money amounting to approximately over Rs 2 cr.
As per details available with Early Times, Kailash Kumari, chairperson of "Jammu Women Credit Cooperative Ltd", allegedly duped several women on the pretext of providing them jobs with minimum salary of at least Rs 25000 in banking sector in lieu of the payment ranging between Rs 50000 to Rs 2 lakh but provided them no job.
Some women who joined the society had also been asked to make 50 members and above. Acting on the direction of the chairperson of the society, some women even made 50 to 100 members but all such women are now facing the brunt of those women who had paid for the membership since the chairperson having political patronage of a senior Congress Minister who was a union minister in the UPA government refused to budge and did not pay any heed to the demand of return of the money and neither then concern minister of cooperative department initiated any action against her.
The duped women also approach then minister of cooperatives, Manohar Lal Sharma who had directed then SSP Crime on 27/8/2013 to look into the complaint and initiate appropriate action in the light of the application filed by the husband of one of the victims namely Kamal Singh but nothing was done till date.
Kamal Singh of Gajansoo in his application claimed that his wife was member of the said society and alleged that Kailash had demanded Rs 1.50 lakh as a bribe from him for a suitable post in the proposed bank in presence of so many members of the society and did not appoint her.
He alleged that the chairperson had fraudulently prepared the fake qualification certificates of some employees appointed by her in the society which included Nelaam, Rani, Shashi, Preeti and others. Various complainants also allegedly submitted the fake qualification certificates and the copies of few of them are also available with Early Times wherein one Rano Devi, daughter of Babu Ram, was shown having passed 10th class examination under Roll No 205046 and Registration No 96N-JRM-107453 in June 2005 but the matter of concern is that Rano has allegedly never passed the said examination and the Date of Birth mentioned in her Marks Card has been shown as 10-04-1989. Her father's name written on marks card differs from the father name written on the certificate of eligibility. Moreover, the Date of Birth written on the diploma of the 10th class has been shown as 01-01-72; thus clearly vindicating the stand of the victim's husband who filed the complaint against the erring chairperson of the Jammu Women Credit Cooperative Ltd.
It was not only the then Cooperative Minister who had ordered an inquiry into the allegations leveled against the chairperson of Jammu women credit cooperative Ltd followed by the then Register Jammu and Kashmir Cooperative Societies, J & K, Jammu Sudarshan Kumar also constituted two member committee vide order No: 10-B&F of 2013 dated 06-03-2013 wherein the Register appointed Udham Dass, Deputy Register (Agri), Cooperative Society Jammu and Ravinder Suri Junior Auditor in the office of District Audit officer, Cooperative Societies Jammu as inquiry officer, but even after constituting the inquiry committee, the fate of the inquiry is not known till date even after over two years since the Register Cooperative Societies, J&K, Jammu ordered for inquiry of the same.
The height of the matter is that the said chairperson in order to muzzle the voices of the victims, ordered the appointment of a few of them on monthly salary of merely Rs 300, 500, 700 and 1000 subject to the condition of fulfilment of achievement of target of 100 memberships, one such order is issued vide No: 1717-29 dated 25-01-2012 in the name of Geeta Devi wife of Paramjeet Kumar of Sidhran, R.S Pura wherein the victim has been appointed for a period of one year on monthly remuneration of Rs 500 subject to the terms and conditions to be notified separately which is in gross violation of the labour laws. According to the labour laws, government has fixed monthly charges not less than Rs 4500 per month.
Talking to the Early Times, some victims complained that they were allegedly duped by this politically influential chairperson of the society. They said that despite several protests and complaints against the erring chairperson, then minister and the government turned blind eye towards it. They urged Chief Minister Mufti Mohammad Syed and Cooperative Minister Trising Dorgey to look into the matter and take stern action against Kailash Kumari and help them getting their money back which was allegedly taken by her fraudulently.
