Crisis over after PDP & BJP plan to promote coordination
3/13/2015 11:57:48 PM
For the time being the political crisis in Jammu
and Kashmir is over. The crisis got kicked up
with the BJP leadership protesting against the PDP's decision on setting free a dreaded separatist, Masarat Alam.Alam had been detained on charge of inciting people to violenbce during the summer months of 2010 in which 120 people were killed in clashes between the protesters and the security forces. Though the stage for his release had been set duri ng the time Omar Abdullah headed the Government and the files, relating to his release, started gaining momentum during the Governor's rule the ultimate directive to the police about the release of Masarat Alam had been issued by Chief Minister,Mufti Mohd. Sayeed. And Sayeed made known his decision a day before Alam was set free indicating that he wanted to take the credit for his frelease which could further strengthen the PDP's vote bank in the Kashmir valley. However, this decision triggered conflict between the two partners in power and each day seemed to be going to be an end of the coalition Government. But the crisis seems to have been resolved with the Mufti having conveyed to New Delhi that no more separatists and terrorist were to be released without informing the Government of India. And New Delhi too responded by assuring Mufti Mohd.Sayeed that the BJP was in no mood to ditch the PDP by coming out of the coalition Government Another proof of crisis having been warded off.The central Government has accepted the state Government's plea that there were no fresh charges against Alam that could warrant fresh arrest. And to set the stage for a fresh beginning the BJP General secretary,Ram Madhav met Mufti Mohd. Sayeed. The BJP leader is said to have called for a better coordination between the alliance partners. Ram Madhav, who was the party's key negotiator for forging alliance with PDP, had met the Mufti on Wednesday night at his residence and batted strongly for better coordination between BJP and PDP.During the meeting the two leaders discussed various issues. The meeting took place after yesterday's cabinet meet of the PDP-BJP coalition government, in which the release of the separatist leader did not come up for discussion.. Madhav's meeting with Mufti assumes significance in view of the differences created between BJP and PDP over Masarat's unilateral release and open displeasure expressed by Prime Minister Narendra Modi and Union Home Minister Rajnath Singh. In fact . Madhav was sent as an emissary by BJP president Amit Shah to Mufti to ensure that BJP is taken on-board before the state government takes any decision on ticklish and contentious issues and those relating to national security and also the government should work as per the Common Minimum Programme. Ram Madhav has conveyed the displeasure of Prime Minister Narendra Modi, and the BJP President, Amti Shah,toMufti Sayeed over the unilateral decision of the Chief Minister on setting free a separatist leader and that too at a stage when the Government of India had resumed talks with Pakistan and had not turned down Mufti Sayeed's suggestion for reopening the channels of dialogue with the Kashmiri separatists. But it seems that Islamabad is not interested in New Delhi resuming talks with separatists because once again Pakistan High Commssioner in India, Abdul Basit, had a session with Syed Ali Shah Geelani, who heads a conglomerate of hardliners among the separatists in Kashmir.
Last time also New Delhi called off the Foreign Secretary level talks when Abdul Basit ignored the suggestion from New Delhi that he should not invite separatists for talks in the premises of the High Commission. By repeating the same mistake it seems that Pakistan is not in favour of a meeting between New Delhi and Kashmiri separatists though outwardly Islamabad has been supporting triangular talks involving separatists in the talks between India and Pakistan.Anyway what matters for people in Jammu and Kahsmir is the deicison of the both the PDP and the BJP to sustain the coalition Government which could dpare people of the state of facing fresh Assembly election.
In fact the fear of facing the election had forced both the PDP and the BJP leadership to work for a truce despite the fact that all the non-BJP parties besides the National Confverence had campaigned against the BJP for having allowed the PDP to set free a dreaded separatist. Now that the two parties have decided to promote coordination it is time that the two fixed priorities for bringing about major change in the sectors of economy, industry, energy, agriculture and work for resolution of the problem of unemployment. To begin with the BJP would be able to get good support from the Kashmir valley if it monitors immediate distribution of relief and work for proper rehabilitation of flood hit people in the state.
And it is time for the BJP to concede the PDP's demand for partial withdrawal of the AFSPA so that the credit is given to the BJP and not to the PDP for lifting AFSPA froma three to four districts and that too after taking on board the Army authorities.
